Councilmember Renner explained that the purpose of the discussion was
to move from a broad conversation toward clear Council direction for
2027. He stated that Council typically entered the budget season and
then began asking questions of the administration afterward. He
emphasized that Council was not reopening the strategic plan or
choosing between the administration’s list and Council’s list.
Councilmember Renner stated that the administration had provided three
proposed priority areas, each supported by actionable statements, and
suggested using those recommendations as the starting framework. He
said the Council survey and prior workshop provided important
background but did not believe Council needed to review those materials

Council heard the Charter Review Commission's final report on 10 recommended charter amendments and agreed to place all of them on the consent agenda for introduction at the July 20 meeting. The amendments cover topics such as eliminating the mayoral primary when only two candidates file, transferring zoning appeal duties to the Planning Commission, and changing the charter review cycle from every five to every ten years. Council also discussed but did not act on a proposal to change the organizational meeting date, and received updates on the Civic Center move and several ordinances for future readings.

A. CALL TO ORDER: Roll Call
B. EXECUTIVE SESSION:
A motion to enter Executive Session under authority of:
Section 5.05(G) of the Council Rules of Procedure to consider confidential
information related to the marketing plans, specific business strategy, production
techniques, trade secrets, or personal financial statements of an applicant for
economic development assistance, or to negotiations with other political
subdivisions respecting requests for economic development assistance, provided
that both of the following conditions apply:
1. The information is directly related to a request for economic development
assistance that is to be provided or administered under any provision of Chapter
715, 725, 1724 or 1728 or sections 701.07, 3735.67 to 3735.70, 5709.40 to 5709.43,
5709.61 to 5709.69, 5709.73 to 5709.75, or 5709.77 to 5709.81 of the Revised Code.
2. A unanimous quorum of the public body determines, by a roll call vote, that the
executive session is necessary to protect the interests of the applicant or the
possible investment or expenditure of public funds to be made in connection with
the economic development project.
