SOLID WASTE MANAGEMENT PLAN UPDATE

Guilford County is updating its Solid Waste Management Plan
(SWMP) to provide a 10-year framework for planning,
coordination, and policy guidance related to solid waste
collection, recycling, disposal, and supporting infrastructure.
The update is voluntary and is not required by the State.
Since completion of the County’s prior plan in 2012, North
Carolina has eliminated the requirement for local
governments to update solid waste plans every three years.
Given continued population growth, economic development,
and changes in the County’s waste stream, Guilford County
initiated the update to evaluate current conditions and identify
priorities for the next 10 years.
The planning process included analysis of the County’s waste
stream and existing infrastructure, a countywide public survey
with 1,292 participants, two community open houses, a

On July 17, 2025 the Board awarded a contract for design
services for the Women with Children Recovery Facility to
CPL Architects and Engineers. At the time of award, the
scope of work for the project was still being developed with
community partners and service providers.
The original contract was amended in December, 2025 in the
amount of $7,500 to include an evaluation of erosion control
plans per the requirements of the City of High Point.
Over the course of the design, several substantial elements
were changed or added that required additional design
services by CPL. As the design progressed into construction
drawings and bidding, further design changes were added
that were not included in the initial contract with CPL. These
changes include:
Full HVAC replacement with a chilled water system
for better temperature and humidity control and energy
savings.
Total replacement of the kitchen equipment after
evaluations determined the existing equipment was at

NORTH CAROLINA RAILWAY UPDATE

The North Carolina Railroad Company, in partnership with
Norfolk Southern, is replacing up to 69 miles of aging rail
between Greensboro and Raleigh as part of the Carolinian
Piedmont Passenger and Freight Improvements project.
Work is expected to reach Guilford County in September and
will require temporary closures of multiple railroad crossings,
with the greatest local impacts currently anticipated during the
mid to late September. Staff will provide an overview of the
project and the County’s coordination with public safety
agencies, local governments, and other partners to address
emergency response, access, and resident communications
during the closures.

A legislative agenda establishes the County’s priorities for
proposed changes to state and federal laws, funding, and
policies that affect county operations. It provides direction to
the Board of Commissioners, County staff, and legislative
delegation when considering or advocating for legislation.
The North Carolina Association of County Commissioners
(NCACC) develops a statewide legislative agenda before
each legislative biennium through a member-driven process.
Counties may submit proposals approved by their boards of
commissioners, after which the proposals are reviewed
through NCACC’s steering committees and membership
process. The final agenda is adopted by county delegates at
the NCACC Legislative Goals Conference and guides the
Association’s advocacy on behalf of North Carolina’s 100
counties.

DWI Task Force Grant. The overall objective of the

AMENDMENT: ERWIN MONTESSORI SCHOOL

Guilford County voters approved $2.0 billion in school bond
referendums to address school capital needs identified
through a comprehensive facilities master plan jointly
developed by the Guilford County Board of Education and
Guilford County Board of Commissioners. The County
continues to evaluate funding requests with Guilford County
Schools through the Joint Capital & Facilities Committee,
which meets quarterly to guide the completion of the school
bond program.
When establishing a project ordinance, the Board of
Commissioners takes multiple steps to monitor projects. For
Erwin Montessori, an initial project ordinance was established
for design and pre-construction for $8,372,058 on April 15,
2021. A project ordinance amendment was approved on
June 18, 2025 for $3,183,556 for early release work
including sitework, utility infrastructure, and pre-purchase of
long lead materials. On July 28, 2026 the Board of Education
approved a guaranteed maximum price contract for
construction totaling $36,867,302. This information was

WARRANTY, MAINTENANCE, AND LICENSING FEES

In FY 2020, the Board approved the use of Elections
Systems & Software as the vendor for the voting systems for
Guilford County Elections. NC General Statutes require that
warranties are maintained on all voting equipment. This
contract provides the extended warranty for two (2) DS850
high-speed tabulators, 220 DS200 precinct tabulator and 190
Automark precinct handicap accessible ballot-marking
devices, as well as, licensing fees for this equipment and
licensing fees for the software to create and tabulate ballots.
NC State Board of Elections mandates that counties may only
enter into one-year contracts for these services.
Background:
Approve Elections Systems & Software contract renewal for
one (1) year effective July 1, 2026 through June 30, 2027, in
substantial form, in the amount of $229,409.91.

in vaccine coordination, storage, and handling. To maintain these
high standards and ensure continued compliance with best practices,
the County utilizes the Accuvax vaccine monitoring and inventory
management system. This agenda item requests the approval of an
agreement for a five (5) year lease for the total cost of $309,300, with
the first year of funding total $62,100. Year 2 through 5 will be
$61,800 annually, this contract will be covered with Medicaid Cost
Settlement and no additional county funds are required.

RESOLUTION AUTHORIZING A REQUEST FOR THE NORTH
CAROLINA GEODETIC SURVEY TO SURVEY, MARK, AND MAP THE
BOUNDARY BETWEEN GUILFORD AND RANDOLPH COUNTIES
A. 2026-179
A resolution to establish the boundary line between
Randolph County and Guilford County was adopted by the
Randolph County Board of Commissioners in 1948.
However, coordinate system changes and the removal of
boundary markers has resulted in the exact location of the
boundary between Randolph and Guilford Counties
becoming uncertain. This resolution is to request that the
North Carolina Geodetic Survey (NCGS) survey, mark, and
map the boundary so that it is legally recognized by the State
upon completion of the survey.
Approximately 300 parcels intersect the Randolph County
line, with 24 of them overhanging the line as it's currently
drawn.

The Board of Commissioners will consider several Unified Development Ordinance text amendments regarding rezoning procedures, parking standards, and map standards. Additionally, the Board will review two Voluntary Agricultural District applications and a proclamation for the Month of the Young Child.
