AMENDMENT: ERWIN MONTESSORI SCHOOL

Guilford County voters approved $2.0 billion in school bond
referendums to address school capital needs identified
through a comprehensive facilities master plan jointly
developed by the Guilford County Board of Education and
Guilford County Board of Commissioners. The County
continues to evaluate funding requests with Guilford County
Schools through the Joint Capital & Facilities Committee,
which meets quarterly to guide the completion of the school
bond program.
When establishing a project ordinance, the Board of
Commissioners takes multiple steps to monitor projects. For
Erwin Montessori, an initial project ordinance was established
for design and pre-construction for $8,372,058 on April 15,
2021. A project ordinance amendment was approved on
June 18, 2025 for $3,183,556 for early release work
including sitework, utility infrastructure, and pre-purchase of
long lead materials. On July 28, 2026 the Board of Education
approved a guaranteed maximum price contract for
construction totaling $36,867,302. This information was

The North Carolina Association of County Commissioners
(NCACC) develops a statewide legislative agenda before
each legislative biennium through a member-driven process.
Counties may submit proposals approved by their boards of
commissioners, after which the proposals are reviewed
through NCACC’s steering committees and membership
process. The final agenda is adopted by county delegates at
the NCACC Legislative Goals Conference and guides the
Association’s advocacy on behalf of North Carolina’s 100

WARRANTY, MAINTENANCE, AND LICENSING FEES

In FY 2020, the Board approved the use of Elections
Systems & Software as the vendor for the voting systems for
Guilford County Elections. NC General Statutes require that
warranties are maintained on all voting equipment. This
contract provides the extended warranty for two (2) DS850
high-speed tabulators, 220 DS200 precinct tabulator and 190
Automark precinct handicap accessible ballot-marking
devices, as well as, licensing fees for this equipment and
licensing fees for the software to create and tabulate ballots.
NC State Board of Elections mandates that counties may only
enter into one-year contracts for these services.
Background:
Approve Elections Systems & Software contract renewal for
one (1) year effective July 1, 2026 through June 30, 2027, in
substantial form, in the amount of $229,409.91.

Triad Regional Council, who administers the funding plan

in vaccine coordination, storage, and handling. To maintain these
high standards and ensure continued compliance with best practices,
the County utilizes the Accuvax vaccine monitoring and inventory
management system. This agenda item requests the approval of an
agreement for a five (5) year lease for the total cost of $309,300, with
the first year of funding total $62,100. Year 2 through 5 will be
$61,800 annually, this contract will be covered with Medicaid Cost
Settlement and no additional county funds are required.
Accuvax provides precise, continuous temperature monitoring to

RESOLUTION AUTHORIZING A REQUEST FOR THE NORTH
CAROLINA GEODETIC SURVEY TO SURVEY, MARK, AND MAP THE
BOUNDARY BETWEEN GUILFORD AND RANDOLPH COUNTIES

A resolution to establish the boundary line between
Randolph County and Guilford County was adopted by the
Randolph County Board of Commissioners in 1948.
However, coordinate system changes and the removal of
boundary markers has resulted in the exact location of the
boundary between Randolph and Guilford Counties
becoming uncertain. This resolution is to request that the
North Carolina Geodetic Survey (NCGS) survey, mark, and
map the boundary so that it is legally recognized by the State
upon completion of the survey.
Approximately 300 parcels intersect the Randolph County
line, with 24 of them overhanging the line as it's currently
drawn.

The Guilford County Sheriff’s Office received a three (3) year U.S.
Department of Justice, Bureau of Justice Assistance grant to provide
evidence-based, substance use disorder treatment related to opioids,
stimulants, and other illicit drugs. The grant was titled the
Comprehensive Opioid, Stimulant and Substance Use Program
grant. The Guilford County Commissioners voted to receive these
grant funds during their regular meeting on December 19, 2024. The
funds were in the amount of $1,589,826.00.
The treatment outlined in this grant includes medication assisted
treatment (MAT), contingency management, and motivational
interviewing. The treatment also includes harm reduction activities
and recovery support service engagement with pre-trial and
post-trial populations. These populations include citizens in our
community and those who will be reentering it from either our local
Detention Centers or a State facility.

disasters, the U.S. Congress enacted the Disaster Mitigation Act of
2000 (DMA 2000), amending the Robert T. Stafford Disaster Relief
and Emergency Assistance Act. Section 322 of DMA 2000
underscores the importance of coordinated mitigation planning
among state, local, and Tribal governments and establishes the
development of an approved hazard mitigation plan as a prerequisite
for eligibility for federal mitigation grant funding. Jurisdictions not

County to approve retention pond agreement for treatment center at 1411 Lees Chapel
The Board of Commissioners will consider authorizing an operation and maintenance agreement for a retention pond at 1411 Lees Chapel Road (the Reverend Prince Edward Graves Recovery and Treatment Center). The agreement is required by the City of Greensboro for the contractor to obtain temporary and permanent certificates of occupancy. The item is added to the consent agenda and requires no additional county funds.

1411 LEES CHAPEL RETENTION POND OPERATION AND
MAINTENANCE AGREEMENT

The retention pond operation and maintenance agreement for 1411
Lees Chapel (The Reverend Prince Edward Graves Recovery and
Treatment Center) is a required document for the City of Greensboro
Water Resources Department. This agreement is required by the City
of Greensboro in order for the contractor to receive a temporary
certificate of occupancy (TCO) and later upon final completion of
construction, the certificate of occupancy (CO). This is a standard
form agreement and to be compliant with real property general statute
must be accepted/approved by the Guilford County Board of
Commissioners.
Background:
Authorize staff to enter into the requested operation and maintenance
agreement, in substantial form, with the City of Greensboro and to
allow installation and improvement of facilities located at 1411 Lees
Chapel Rd., Greensboro, Guilford County, North Carolina, and
authorize staff to take all reasonable actions to finalize and execute
said agreement.
