Um just briefly before we begin tonight's meeting, I just wanted to share for folks who are in the room that cities up and down in the state have been experiencing incidents of what's known as Zoom bombing um or hate speech being delivered during the virtual portion of city council meetings. Just wanted to uh provide that update that city staff is aware. We will be monitoring this throughout the course of the meeting. Um we have protocols and procedures in place to address the issue. The city of San Monteo is familiar with this issue and we have experienced instances in which individuals have made hateful or highly offensive comments during the public comment portion of meetings. CD staff have a wellestablished process in which in in place to address this should it occur tonight. But we uh we wanted to make sure everyone in the room is aware that we may receive public comment of this nature. During that time, there may be periods where when highly offensive language is heard. Council to adopt zoning changes creating four new high-density districts
The San Mateo City Council will consider adopting an ordinance that establishes four new high-density zoning districts consistent with General Plan 2040, along with minor zoning code updates. The council will also vote on a consent calendar covering contracts, funding agreements, and property-related items, and hold a public hearing on updating citywide speed limits. Additionally, they will discuss supporting SamTrans' Central El Camino Real Multimodal Plan.

City Council Special Meeting
Council to vote on funding for Historic Building Survey update
The City Council will consider appropriating funds and amending a contract with Rincon Consultants, Inc. to update the 1989 Historic Building Survey. Two funding options are on the table, with the council choosing between appropriating $168,687 or $140,584 from the Advance Planning Fund. The amendment would increase the contract to a total not to exceed $497,430 or $469,327, depending on the option selected, and extend the term through December 31, 2028.

Just a quick note before we get started. Um, cities up and down, uh, the state have been experiencing incidents during public meetings of Zoom bombing. Um, the city of Sonteo, uh, is familiar with that. We've had incidents where individuals provide hateful comments uh, during the public comment portion of the meetings. uh city staff have well established processes in place to address that uh if it is to occur tonight, but wanted to make sure that everyone in the room had a heads up that uh we may expect to receive some public comment um along those lines. Um during that time, there may be periods where uh we're hearing highly offensive language being used. We also just wanted to share um for folks in the room who are uncomfortable with that language um there is an opportunity for folks to briefly leave the room while that is happening and then uh return. Public Library Meeting Minutes

CALL TO ORDER
Richard Wysong, President of the Library Board of Trustees, called the meeting to
order at 5:35 p.m.
. PLEDGE OF ALLEGIANCE & ROLL CALL
Mr. Wysong led those in attendance with the Pledge of Allegiance. Executive
Assistant Dena Gomez conducted roll call and present were Library Board Trustees
Richard Wysong, Annie Tsai, Sheila Canzian and Wendy McCall and Youth
Commissioner Shreyans Jain. Trustee Alison Joly and Youth Commissioner Elise
Heneghan were previously excused and not present.
CONSENT CALENDAR ADOPTION
A motion to approve the minutes on the consent calendar was made by Ms. McCall,
seconded by Ms. Canzian, and the motion passed 4-0. After discussion, a motion
to approve the statistics was made by Ms. Tsai, seconded by Ms. Canzian, and the
motion passed 4-0.
PUBLIC COMMENT
There was no public comment.
OLD BUSINESS
Artwork Donation Policy & Guidelines: City Librarian Rukshana Singh presented a
second draft of the Artwork Donation Policy & Guidelines to the Library Board of
Trustees. After discussion, it was agreed to replace “Art Policy Committee” with
“Library Board” in all sections of the policy, and reword some sections to make it
more concise and clear. Ms. Singh will make these changes and present a new
draft to the Board at the September 28, 2026 meeting for them to review and
consider for adoption.
