Planning Commission Recommends Stricter Drive-Thru and Group Home Rules; Council to Consider Grant and Encampment Resolution
The Baldwin Planning Commission made two recommendations at its Aug. 10 meeting that could shape future development: requiring drive-thru lanes to accommodate at least six cars instead of three, and making group homes a conditional use in C-1 and C-2 commercial zones. The commission also approved its July minutes unanimously and deferred final decisions on fence regulations to September. No final votes were taken on the recommendations.
Planning Commission (Aug. 10)
The commission approved the July 2026 meeting minutes unanimously. It then recommended that group homes be allowed only as a conditional use in C-1 and C-2 zones, and that drive-thru stacking lanes have a minimum capacity of six cars, up from the current three. Both items were recommendations, not final decisions. The commission also deferred finalizing fence regulations to its September meeting.
Borough Council (Aug. 11)
The council held its regular agenda meeting, where it discussed a mid-year budget update, facility upgrades, and departmental reports. A key action item is a motion to adopt Resolution No. 2026-08-12, which would request a $500,000 grant from the Redevelopment Authority of Allegheny County for the Municipal Salt Storage Building Improvement project. The meeting also included public comment periods and an executive session for legal and personnel matters. No votes were taken at this meeting; minutes are not yet published.
Borough Council (Aug. 18)
The council is scheduled to vote on Resolution No. 2026-08-13, which sets guidelines for clearing tents and other structures occupied by unhoused individuals on borough property. The council will also consider approving bills totaling $956,450.01, including $742,859.47 to be ratified and $213,590.54 to be approved. Additionally, the council will consider a partial payment of $57,882.45 to STONEMILE Group for Contract No. 25-PW2 and a final payment of $40,496.25 to Pavement Technology, Inc. for Contract No. 26-R03. The agenda also includes the appointment of Walton Davis to the Zoning Hearing Board Alternate seat until Dec. 31, 2027. This meeting is agenda only; minutes are not yet published.
