County committees review $3.1M bridge grant, staffing resolutions, and DREAMS project spending
Cayuga County committees met over the past two weeks to review infrastructure grants, staffing vacancies, and departmental operations. All meetings listed below were agenda-only sessions; minutes have not yet been published, so items reflect what was scheduled for review or discussion, not final recorded votes.
Planning & Public Works: $3.1M bridge grant, recycling cancellations
The Planning & Public Works Committee reviewed a $3.1 million Northern Border Regional Commission (NBRC) grant awarded for the Deauville Island Bridge replacement project. The committee also approved June 9, 2026 minutes and received updates on Emerson Park, where EV charging stations are now operational and playground match funding has reached $500,000. Fall E-Waste and Household Hazardous Waste recycling events were cancelled due to staff shortages. Public meetings for the Countywide Strategic Plan are scheduled July 28–30.
Government Operations: DREAMS project at $3.3M spent
The Government Operations Committee reviewed departmental updates including the DREAMS record migration project, which has a $4 million budget with $3,338,992.74 spent to date. The Board of Elections reported processing 516 registrations and address changes in June. The County Clerk reported $104,866.86 remitted to the County Treasurer for all departments. The DMV reported a year-to-date 2026 transaction count of 41,506. The committee also discussed progress on the E911 backup site at the Auburn Fire Department.
Judicial & Public Safety: Dispatcher and deputy sheriff vacancies
The Judicial & Public Safety Committee reviewed resolutions to fill one vacant Emergency Services Dispatcher position through the HELP Program, create one budgeted Emergency Services Dispatcher (HELP) position, and fill six vacant Deputy Sheriff (Custody) positions. A contract with Gruber Power Services for UPS equipment maintenance up to $16,500 was also on the agenda, along with a resolution to authorize a capital project for 911 Center relocation to the Auburn Fire Department.
Health & Human Services: Staffing resolutions reviewed
The Health & Human Services Committee reviewed resolutions to create or fill Public Health Educator and Senior Public Health Educator positions, fill a full-time Psychiatric Nurse Practitioner at the Community Mental Health Center, create and fill a full-time Office Manager position, accept New York State Office of Mental Health Suicide Prevention Grant funding, and fill two seasonal Clerk positions in the Social Services HEAP Unit.
Civil Service Commission: Eligible lists and HELP Program specs
The Civil Service Commission reviewed establishment of eligible lists for Deputy Sheriff (May 2026, OC#60059-460) and Deputy Sheriff Custody (June 2026, OC#60066-180). The agenda included adoption of HELP Program class specifications for Social Services, Mental Health, and the DA Office, new position duties statements for HELP Program roles in Public Health and Social Services, and an Exempt Class Review for Secretary to District Superintendent at Union Springs Central School.
Water & Sewer Authority: Auburn water contract negotiations
The Water & Sewer Authority Board received an update on City of Auburn Water Contract Negotiations and a presentation from GHD. The agenda also included the North Street Waterline project and WIIA Letter of Support Requests for the Town of Throop and the Town of Locke.
General Municipal Law Review: Owasco and Sennett items
The General Municipal Law 239-l, m & n Review Committee reviewed a proposed Town of Owasco local law to prohibit Tier 2 or higher battery energy storage systems, a site plan re-referral for WSB Solar I, LLC in Owasco, and a subdivision proposal for Spano Farms, LLC in the Town of Sennett.
Subcommittee meetings: Agency reports
The People with Developmental Disabilities Sub-Committee met July 9 to review June 2026 minutes and hear agency reports from ARISE, Cayuga Centers, DDRO, Gavras Center, Mozaic, Unity House, and Lifeplan. The Mental Health Sub-Committee met July 16 to review the Local Services Plan, discuss the Mental Health Task Force, and hear agency reports from the Behavioral Health Unit, Cayuga Counseling Services, Contact Community Services, Liberty Resources, PROs/Unity House, and Hillside.
