Collinsville boards weigh rezonings, $1.16M grant shift
Collinsville's City Commission, Municipal Authority, and Board of Adjustment met Aug. 3 and Aug. 10, but minutes have not yet been published. The following items were on their agendas. The City Commission and Municipal Authority also meet again today, Aug. 17.
City Commission (Aug. 3)
The City Commission had three rezoning ordinances on its agenda, each with a first reading and possible final approval:
- Ordinance 1089 would rezone 14402 E. 156th Street North from AG to CG Commercial General.
- Ordinance 1090 would make minor amendments to PUD-10 at the southeast corner of Highway 20 and N. 59th East Avenue.
- Ordinance 1091 would create PUD-15 at the northwest corner of Highway 20 and Highway 75.
The board also considered reallocating $1,164,867 in 19th Street Grant funds to the Broadway Street Project, and approving Resolution 2026-08 and Resolution 2026-09, which amend the FY 2025-2026 budget.
Municipal Authority (Aug. 3)
The Municipal Authority had on its agenda a mutual aid agreement with the Municipal Electric System of Oklahoma, Inc., and three resolutions:
- Resolution 2026-10 appropriating prior fiscal year surplus dollars.
- Resolution 2026-06 amending the FY 2025-2026 budget for the CMA Fund.
- Resolution 2026-07 amending the FY 2025-2026 budget for certain Special Purpose Funds and establishing a budget for the CMA Grant Holding Fund.
The City Manager's report covered a hailstorm insurance update, safety and worker's compensation data, and an end-of-year financial report.
Board of Adjustment (Aug. 10)
The Board of Adjustment held public hearings on six variance and special exception requests:
- A variance to enlarge an off-site sign on Highway 75 from 300 to 960 square feet at 13910 E 136th St N.
- A variance to increase a sign to 320 square feet and height to 38 feet at 13605 N Old Highway 169.
- A variance for a manufactured home and RV as a temporary residence at 531 S 11th St.
- A variance for a lot split with widths of 50.49 and 49.51 feet at 605 W Walnut St N.
- A special exception for a temporary medical office at 14421 N Yale Ave.
The board also approved minutes from its July 13, 2026 meeting.
Coming up
Today, Aug. 17, the City Commission will consider two ordinances: Ordinance 1090 (amending PUD-10) and Ordinance 1091 (rezoning the northeast corner of Highway 20 and Highway 75 to PUD-15), both with emergency declarations. The commission will also discuss Phase 1 of the Colpitt Crossing Final Plat at 109th E Ave between 138th St N and W Prairie St, an interlocal road maintenance agreement with Tulsa County, and termination of a parking lot agreement with Collinsville-Dolton Funeral Home.
The Municipal Authority also meets today with a consent agenda covering approval of Aug. 3 minutes and the July 2026 Treasurer's Report. No major policy items are listed.
