Southlake boards review budget, zoning, and leases; no decisions published yet
Over the past two weeks, Southlake's City Council and several advisory boards met to review the proposed fiscal year 2027 budget, zoning changes, and other items. Minutes from these meetings have not yet been published, so no final decisions are available. The following is a summary of what was on the agendas.
City Council
The City Council held a work session and regular meeting on Aug. 18. The agenda included an overview of the FY 2027 operating budget, with projected revenues of $159,001,964 and expenditures of $133,650,043 across all funds. The average homestead tax bill was estimated at $2,483, down from $2,526.
The council also considered a negotiated settlement with the Atmos Cities Steering Committee and Atmos Energy Corp. regarding the 2026 Rate Review Mechanism Filing (Resolution 26-026). Other items included a second reading of a zoning change to R-PUD for Bear Hollow at 300-684 Davis Boulevard (Ordinance 480-843), a first reading of a zoning change and site plan for Hunington Southlake at 2350-2340 W. Southlake Boulevard (Ordinance 480-208b), and a resolution approving a Sister City Agreement with Bad Homburg, Germany (Resolution 26-027).
The consent agenda included a grazing lease agreement with Howard Harris dba Dove Estate Partners on 4.5 acres at 2303 Lonesome Dove Road. The council also entered executive session to discuss legal matters and real property at 1371 E. Highland Street.
Planning and Zoning
The Corridor Planning Committee met Aug. 17 to review two proposed developments: a 55,000-square-foot post-surgical recovery hospital at 2185 E. Southlake Boulevard and a 3.520-acre single-family residential development at 2100 and 2300 W. Continental Boulevard with six lots. The committee's role is advisory; no final decisions were expected.
The Planning and Zoning Commission met Aug. 20 and held public hearings on three items: a specific use permit for a mass gathering event for Pride Kel-So at 223 S. Pearson Lane (ZA26-0037), a zoning change and site plan for Mulino Ristorante at 1125 Davis Boulevard (ZA26-0044), and a zoning change and concept plan for 4060 N. White Chapel Boulevard (ZA26-0054). The commission also withdrew two applications for 360 Randol Mill Avenue at the applicant's request.
The Sign Board met the same day and considered two master sign plans: one for Shady Oaks Office Condos at 515 and 521 W. Southlake Boulevard, and an amendment to the Residences at Southlake Master Sign Plan at 1530 Meeting Street.
Other Boards and Commissions
The Parks and Recreation Board met Aug. 10 and considered a grazing lease agreement with Dove Estate Partners, Ltd. on 4.5 acres at 2303 Lonesome Dove Road. It also elected a vice-chair and secretary and reviewed FY 2026 strategic priorities.
The Southlake Arts Council met Aug. 11 to consider the FY 2027 Public Art Fund budget and a donation of public art for Legends Hall at The Marq Southlake by Deanna Kienast.
The Senior Advisory Commission met Aug. 11 to hear a Q3 report on the Southlake Senior Center and a presentation from the Southlake Fire Department.
The Zoning Board of Adjustment met Aug. 13 to hold public hearings on three variance and special exception requests, including a rear yard setback reduction at 1102 Brazos Drive, a side yard setback reduction at 1319 Oakhurst Drive, and an accessory building setback reduction at 2604 Parker Court.
