Curtis Council Authorizes Interim City Manager, Weighs Floodplain Rules and Budget
The Curtis City Council met Aug. 12 and authorized Mayor Brad Welch to sign an interim city manager agreement, the only item on the agenda that was passed. The council also considered a floodplain management ordinance, insurance renewal options, and several appointments. Minutes have not yet been published, so the following reflects the agenda and any summaries provided.
Interim City Manager
The council passed Resolution 2026-2 unanimously, authorizing Mayor Brad Welch to sign an agreement for an interim city manager. The agreement sets out responsibilities for the interim manager. A motion to prepare the agreement also passed unanimously.
Floodplain Management Ordinance
The council considered Ordinance No. 2026-3, which would adopt a comprehensive floodplain management ordinance to regulate development in identified flood hazard areas. The ordinance would designate the mayor as floodplain administrator, require permits for development in special flood hazard areas, and set standards for construction, watercourse alterations, and substantial improvements. It applies to FIRM panels 31063C0100C, 31063C0275C, and 31063C0300C dated 04/02/2008, and aims to maintain eligibility for the National Flood Insurance Program.
Insurance Pool Renewal
Resolution 2026-3 would renew the city's membership in the League Association of Risk Management (LARM) for the 2026-27 term. The resolution offers several options for termination notice periods and commitment lengths, each with a corresponding discount on contributions. Options include a 180-day notice with a 3-year commitment (5% discount) or a 2-year commitment (4% discount), and 90-day notice options with 2% or 1% discounts depending on commitment length. The council must choose one option, which affects the city's future flexibility and insurance costs.
Board Appointments
The council considered two resolutions for energy board appointments. Resolution 2026-4 would appoint Tim Nicholson as representative and Tanner McCall as alternate representative to the Public Alliance for Community Energy (ACE) Board of Directors. Resolution 2026-5 would appoint Lim Nicholson as director and Tanner McCall as alternate director to the Municipal Energy Agency of Nebraska (MEAN) Board of Directors. Both resolutions direct the city clerk to notify the respective boards.
Road Compliance Certification
Resolution 2026-6 would authorize the mayor to sign the 2026 Municipal Annual Certification of Program Compliance, a state-required document affirming compliance with Nebraska road standards. The certification must be filed by October 31, 2026, with the Nebraska Board of Public Roads Classifications and Standards. Failure to file could result in suspension of Highway Allocation funds.
Other Business
The council also discussed the Curtis Fall Festival donation and street closure request, a comparison of Tyler Technologies vs PowerManager, the budget, and an amendment to Wage Ordinance 2026-2. The consent agenda included minutes, treasurer's report, claims, and a consent resolution.
