Planning Commission recommends rezones, variances for East Gull Lake properties
The East Gull Lake Planning Commission on July 28 recommended approval of two rezones, two variances, a lot split, and a lot line adjustment. The most consequential action was recommending rezones for two Legacy Resort LLC properties at 11391 and 11397 Leewood Lane, changing them from Recreation (REC) to Residential (R-1) to correct zoning errors. The recommendations now go to the City Council for final action.
Planning Commission recommendations
The commission voted 4-0 (Commissioner Peterson abstaining) to recommend approval of Rezone 2026-53 for 11391 Leewood Lane and Rezone 2026-54 for 11397 Leewood Lane. Both properties are owned by Legacy Resort LLC.
The commission also recommended approval of:
- Variance 2026-66 for Gull Sands Home Owners Association to hard-surface a driveway and parking area with stormwater improvements (unanimous).
- Conditional Use Permit 2026-66A for 199 cubic yards of grading in the shoreland district (unanimous).
- Variance 2026-62 for new home construction at 10771 Pine Beach Peninsula Road, allowing a deck to encroach into the OHWL setback (4-0, Commissioner Waldin abstaining).
- Lot Line Adjustment 2026-69 for Legacy Resort LLC (4-0, Peterson abstaining).
- Lot Split 2026-61 (Wingerd), creating a new residential lot (unanimous).
All recommendations are subject to conditions. A sketch plan for new home construction on Green Hill Road was discussed but no formal action was taken.
City Council agenda (Aug. 4)
The City Council met Aug. 4; minutes are not yet published. The agenda included rezoning ordinance amendments 2026-03 and 2026-04 for Legacy Resort LLC, resolutions for the Gull Sands Home Owners Association variance and CUP, the Carlson Wingerd lot split resolution 2026-61, and the Legacy Resort LLC lot line adjustment 2026-69. The council also discussed the North Park Phase 1 engineering and use agreement with Lakes Area Pickleball Association, a Midco internet proposal for the wastewater treatment plant, and potential mosquito treatments.
Special Council appeal (Aug. 4)
The council held a special meeting at 5:30 p.m. Aug. 4 at City Hall, 10790 Gull Point Road, to consider an appeal of the Board of Adjustment's denial of Land Use Permit Application 2026-08 for 1727 Pine Top Trail. The council heard public comments and reviewed the appeal under applicable ordinances. Planning Commission members attended but did not make decisions. No decision has been reported.
