Enfield Roundup: Wetlands Agency Clears Four Permits; Town Council to Take Up $511M School Project
The Inland Wetlands & Watercourses Agency approved four permits and lifted two violations at its July 21 meeting, making it the most active body in Enfield over the past two weeks. Meanwhile, the Town Council is set to schedule a public hearing on a $511 million school construction appropriation at its August 3 meeting.
Inland Wetlands & Watercourses Agency
The agency approved four permits, all by 7-0 votes:
- **IW# 730** — A permeable paver parking lot at 64 Palomba Dr.
- **IW# 731** — A home addition and garage at 35 Crescent Beach Dr.
- **IW# 732** — A home, barn, and farmstand at 13 Hillyer Drive.
- **XAA# 26-02** — A town-wide drainage structure maintenance program.
The agency also lifted a Notice of Violation for 13 Hillyer Drive as of March 19, 2025 (7-0) and lifted a Cease and Desist for 8 Pilgrim Circle (7-0). A Cease & Desist violation for 174 Shaker Road was kept open. The July 7, 2026 meeting minutes were approved 5-0-2.
Library Board of Trustees
The Board unanimously approved two funding requests from the Director: $370.00 for SWANK streaming movie licenses and $600.00 to reupholster two chairs at the Pearl Street branch. The Board also noted the passage of the library budget as submitted and approved previous meeting minutes, all by unanimous vote.
Planning & Zoning Commission
The commission held public hearings on two applications on July 23:
- **PH#3151** — Parking lot expansion and reconstruction at 64 Palomba Dr for Gale Toyota (BR Zone).
- **PH#3152** — Special permit for a ground sign at 54 Hazard Ave for Russell Speeder's Car Wash (BR Zone).
New business included a site plan review for a food trailer at 565 Enfield Street (SPR#1970, BL Zone), a referral from the Town Council on the sale of 17 Burnham Street, and an administrative approval for a modification to add a motor vehicle repair garage at 35 Bacon Road (SPR#1971, I-1 Zone).
