Bristol IDA approves Legacy Theaters deal; City Council adds $366,882 to FY 2027 budget

Industrial Development Authority: Legacy Theaters agreement
The IDA voted 6-0 on July 13 to approve a performance agreement with Legacy Theaters LLC for a privately funded $10 million renovation of the downtown theater. Under the agreement, the city will provide up to $500,000 in admissions and meals tax rebates, but only after the new family entertainment center opens and generates additional local revenue. Staff added contract language ensuring payments begin solely upon full public opening, with no upfront cost to taxpayers. The project is estimated to create 36 local jobs. The IDA directed staff to finalize the revised agreement for submission to City Council.
The same meeting included approval of the April 13, 2026 regular meeting minutes (5-0) and a vote to enter closed session to discuss a prospective business or industry expansion (5-0).
City Council: Budget actions and Employee Handbook
On July 17, the City Council approved a $366,882 supplemental appropriation to the FY 2027 budget (5-0). The council also transferred $50,000 from the Birthplace of Country Music appropriation to the contingency fund (5-0) and adopted the 2026-2027 Employee Handbook (5-0).
Two procedural motions passed 4-0: an agenda amendment adding a budget discussion item, and authorization for remote participation by Councilman Farnham.

The July 10 City Council agenda listed several items for which minutes have not yet been published, so outcomes are not confirmed. The agenda included resolutions of support for two Smart Scale projects — the King Mill Pike Reconstruction and the Bonham Road and Suncrest Drive Roundabout — as well as a second reading of an ordinance authorizing monetary bonuses for city officers and employees. The Planning Commission's July 10 and July 13 agendas included election of officers for FY 2026-2027, adoption of the FY 2025-2026 annual summary, and consideration of zoning map amendment ZMA 02-2026 for 523 and 525 Goodson Street. The commission was also scheduled to recommend updates to Chapter 50 of the Bristol City Code and vote on subdivision plats 04-2026 and 05-2026. Minutes for these items have not yet been published.

The Planning Commission's July 20 regular meeting was canceled due to a lack of agenda items.
Electoral Board: Election preparations on the agenda
The Electoral Board's July 9 agenda included adoption of the agenda, an annual review of ADA compliance at Bristol's precincts, and discussion of preparations for the August 4, 2026 primary election and the November 3, 2026 general election. A closed session was scheduled for matters involving prospective candidates and personnel under Virginia law. Minutes have not yet been published.
