Green Bay Plan Commission approves permits, code changes; loan committee restructures business debt

The Green Bay Plan Commission on July 27 approved several conditional use permits and text amendments to the municipal code, while the Community Development Block Grant Revolving Loan Committee on August 5 restructured a $70,000 loan for a local business. Plan Commission approves permits and code amendments

The Plan Commission voted 6-0 to approve conditional use permits for a single-family home at 921 Smith Street, a telecommunications tower at 2222 Deckner Avenue/2300 Block Newberry Avenue, and a covered porch at 703 Wilson Avenue. The commission also approved text amendments to Chapter 44 of the Municipal Code regarding animal boarding facilities, kennels, and shelters, also by a 6-0 vote.

The commission tabled Land Use Table amendments (TA 26-04) to its August 10 meeting.

Loan committee restructures $70K business loan

The Community Development Block Grant Revolving Loan Committee approved restructuring a $70,000 Economic Development Revolving Loan Fund loan for Salon Fifty-Four, LLC into two loans: a $24,968.31 loan for furniture, fixtures, and equipment at 4% interest for 10 years, and a $35,000 working capital loan at 5% interest for 3 years. The vote was unanimous (3-0). The committee also approved its agenda and minutes from the July 8 meeting.

Other recent meetings

The Protection and Policy Committee meeting scheduled for July 27 was cancelled; its next meeting is set for August 3. The Police and Fire Commission meeting scheduled for August 6 was also cancelled.

The August 3 Protection and Policy Committee agenda includes appeals on denied liquor licenses and operator's licenses, as well as limited license expansions for Copper State Brewery at 313 Dousman St and Cock and Bull at 1237 Main St. The committee will also consider releasing one Class B liquor license due to non-renewal for The Eggroll Food Truck Restaurant and Bar at 100 S Broadway. The Equal Rights Commission met August 6 with informational discussions on the 2026 Action Plan for Housing and Community Development, unsheltered residents (with Freedom House), and support for the City's Economic and Social Bill of Rights. No formal votes were listed on the agenda.

Green Bay Roundup: Council Approves $1.35M Sewer Repairs; TID 12 Plan Amended

Green Bay Common Council approved a $1.35 million contract for city-wide sewer repairs during its July 21 meeting, the largest spending decision among recent city government actions. The council also approved several vehicle purchases and adopted a night parking ordinance.

Common Council

The council awarded a $1,350,216.44 contract to De Groot, Inc. for city-wide sewer repairs. It also approved a $374,000.40 contract to Northeast Asphalt, Inc. for Badger Greenway site improvements.

For Public Works, the council approved the purchase of a Reading RM-45 Master Mechanic service body for $108,270.00 and a 2027 Ford Super Duty F-550 for $60,357.00.

The council adopted General Ordinance No. 11-26 relating to night parking. A resolution proclaiming a commitment to an economic and social bill of rights passed 9-3. General Ordinance 12-26 regarding bidder approval thresholds was referred back to staff. The council appointed Stacy Menke as Interim City Clerk.

Tax Incremental Districts Joint Review Board

The Joint Review Board approved an allocation amendment resolution and a project plan amendment for Tax Increment District No. 12 (TID 12), I-43 Industrial Park. Both votes were 4-0. The board also approved its meeting agenda and July 14, 2026 minutes, each by 4-0 votes.

Plan Commission and Zoning Board

The Green Bay Plan Commission met July 27 to hold public hearings on three conditional use permits: a single-family home at 921 Smith Street by Green Bay Habitat for Humanity, a telecommunications tower at 2222 Deckner Avenue/2300 Newberry Avenue by Nsighttel Wireless (Cellcom) on Preble school property, and a covered porch at 703 Wilson Avenue. The commission met July 20 to review traffic studies and control measures at several locations, including speeding on Pleasant Lane between West Mason Street and Brown County Dog Park, and intersections at Buckthorn Trail and Crestwood Springs Drive, and Tyrolian Drive and South Le Capitaine Circle. The commission also discussed a parking restriction study near Martin Luther King Elementary School and signage locations for the new Bart Starr Elementary School by 7th Street and Chantel Street. The Common Council's July 7 agenda included rezoning the 600 block of Woodside Road from R1 to R3 and a $300,000 agreement with the Oneida Nation for the JBS redevelopment project; minutes from that meeting have not yet been published.

Tax Incremental Districts

The Tax Incremental Districts Joint Review Board approved the 2025 Annual Report on Tax Incremental Finance Districts (4-0). The board also received and placed on file draft project plans for TID 33 (Velp and Locust), TID 34 (Brook Park), TID 35 (200 N Monroe), and an amended plan for TID 12 (I-43 Industrial Park) (all 4-0).

Public Safety and Administration
