Green County committees weigh $300,000 housing allocation, jail project bids, and land-use ordinances
Green County's committees had a busy two weeks, with agendas covering a proposed $300,000 allocation for transitional housing, bids for the Sheriff's Office/Jail Project, and a set of land-use ordinances heading to the Board of Supervisors. Finance: $300,000 proposed for transitional housing
The Finance and Accounting Committee met July 6 to discuss a proposed allocation of $300,000 in unbudgeted funds for the Human Services Transitional Housing Program. The agenda also included a proposed Payment of County Bills Ordinance and the monthly Treasurer's Report. The committee met again July 14 to consider Ordinance 26-0701, which would amend Section 1-11-6 regarding payment of county utility bills.
Sheriff's Office/Jail Project bids and K-9 donation
The Property, Parks, and Insurance Committee met July 7 to discuss awarding Bid Pack #2 for the Sheriff's Office/Jail Project and receive a budget update. A closed session on litigation strategy was also scheduled.
The Law Enforcement and Public Safety Committee met July 14 with an agenda that included possible approval of a K-9 purchase funded by donated money, a review of jail population and medical issues, and monthly budget numbers.
The Board of Supervisors agenda for July 14 listed acceptance of a $15,000 donation for a new K-9 dog and Resolution 7-2-26, which would approve a highway purchase costing over $150,000.
Pleasant View Nursing Home contracts
The Pleasant View Nursing Home Oversight Committee met July 9 to consider authorizing the County Administrator to contract for interim administrator services with Nicholas Owen. The agenda listed action on contracts over $150,000 for HDG - DON and Two Magnets/Clipboard, and contracts under $150,000 for Leading Age and Compliance Store. Additional contract discussions covered Wipfli, DSU Behavioral Health, PRN (Nursing), Synqronus, Five Star, Polaris Group (MDS), and Mements of Hospice. The committee also planned to discuss the difference between private pay and Medicaid rates.
Human Services grants and housing programs
The Human Services Board met July 14 with grant acceptances on the agenda: $25,000 for the Green County Child Advocacy Center, $22,500 from United Way for the Education & Truancy Program, $15,000 from United Way for Home-Delivered Meals, $7,500 from United Way for Interactive Parenting Class, and $4,000 from Monroe Funds for Children, Youth & Families Respite Care. A closed session was scheduled to discuss property purchases for transitional housing and a sober living program.
Land use: data center moratorium, short-term rentals, rezoning
The Land Use & Zoning Committee held public hearings July 13 on three items: a rezoning request from Rust and Timber, LLC for approximately 10 acres in Section 28, Town of Monroe (from Agricultural to Commercial); Ordinance 26-0703, which would enact a 12-month moratorium on data centers; and ordinance amendments creating rules for short-term rentals.
The Board of Supervisors agenda listed corresponding Ordinance 26-0702 (rezoning in Town of Monroe), Ordinance 26-0703 (data center moratorium), and Ordinance 26-0704 (short-term rental regulations).
The Board of Adjustment met July 15 for public hearings on Application 2026-331, a conditional use permit for a vacation rental at W6424 County C in the Town of Washington, and Application 2026-330, a conditional use permit for an automobile and implement sales and service business at N3189 County Highway N in the Town of Monroe.
Rail Transit Commission
The South Central Wisconsin Rail Transit Commission met July 10 to hold a public hearing and vote on the 2027 budget, discuss merging SCWRTC with WRRTC, and approve a 2027 staff services agreement with Southwestern Wisconsin Regional Planning Commission. Q1 and Q2 SWWRPC administration payments totaled $2,940. A separate agenda listed payments of $18,142.30 to SWWRPC for Tricor Insurance 2026-2027 General Liability Insurance Renewal and $9,187.50 for the SWWRPC Q2 administrative fee.
