Greenfield council to weigh street bid, park land sale; utility rate hikes discussed
No formal decisions were made by Greenfield city boards in the past week, but the City Council has several significant items on its Aug. 5 agenda, including a street improvement bid, support for a park land acquisition, and approval of $155,425.63 in vendor claims and payroll. A separate work session that same day covered proposed utility rate increases aimed at avoiding fund deficits.
City Council
The council is scheduled to vote on two resolutions related to Kurt Street Improvements: Resolution 26-40 accepting and awarding the bid, and Resolution 26-41 ordering the improvements. It will also consider Resolution 26-42, supporting Three Rivers Park District’s acquisition of 8495 Rebecca Park Trail.
Other agenda items include:
- Approval of vendor claims and payroll totaling $155,425.63
- Approval of Pay Estimate #5 for the Greenfield Industrial Park 4th Addition (final)
- Approval of a Regional Flow Evaluation Agreement with Rockford

Work Session
The council’s work session on Aug. 5 focused on proposed quarterly increases to water, sewer, and sprinkler rates, starting Sept. 1, 2026. The proposal is intended to address negative fund balances and deferred maintenance. According to the agenda, water and sewer funds are projected to be negative by the end of 2027, with $3–$5 million in deferred maintenance for Industrial Park Water and $8–$10 million for Industrial Park Sewer.
Specific proposed changes include:
- Residential water rates rising from $18.20 to $22.20 in the fourth quarter of 2026, then to $31.20 by the fourth quarter of 2027
- Residential sewer rates rising from $22.23 to $28.00 in the fourth quarter of 2026, then to $36.00 by the fourth quarter of 2027
- A 5% annual increase for sprinkler fees
Fund balances as of April 2026 were listed as $31,732 for Industrial Park Water (with a budgeted 2026 loss of -$27,767) and -$16,491 for Industrial Park Sewer (with a budgeted loss of -$38,420). Lake Sarah Sewer has $200,000 in deferred maintenance, and the Metropolitan Council has warned of a 25%–27% expense increase in 2027. The council also reviewed a bond covenant requiring rates sufficient to cover debt service. No votes were taken; this was a discussion item.
Parks Commission
The Parks Commission met July 29 for discussion only, with no formal votes scheduled. Topics included 2027 goals and priorities, POW fundraising updates, a comprehensive plan update preview (including community engagement at Night to Unite on Aug. 4), Veterans Memorial Park concept revisions and fundraising strategy, and construction progress on the southeast ballfield.
Coming up
The Planning Commission will meet Aug. 10 at 7 p.m. to hold public hearings and decide on three land-use requests:
- Interim use permit for a farm produce stand at 4910 Rebecca Park Trail (parcel under 5 acres)
- Preliminary plat to split a parcel along Pioneer Trail (PID 25-119-24-31-0004) into two lots for new homes
- Legal nonconforming use expansion permit for 7380 Cabinet Drive to expand commercial use in a residential district
The commission will also approve minutes from its July 14 regular meeting.
