DISCUSSION
In June, Staff recommended a quarterly increase to limit immediate impact on the users. Which will allow staff
to monitor changes in the incoming revenues through 2027 with hopes of new connections through
development.
Due to the condition of the City facilities and the fund balances that support improvements, rates need to be
increased and suggested start of September 1, 2026.
The fund balances of the water and sewer both will be negative by the end of 2027, which will negatively hurt
future bond ratings and rates. Also means General Fund cash reserves are paying the utility accounts expenses,
which depletes the City’s cash position.
Industrial Park Water: Deferred Maintenance $3-$5 million.

memorandum provides background on our approach. This information was presented to the Planning
Commission for feedback at its July meeting and will be presented to the Park Board at its July meeting.
We will present a draft website to the Council at the workshop and seek feedback.
We intend to launch the web site prior the Night to Unite event and host a table at the event for the first in
person engagement activity.

Staff recommends a quarterly increase to limit immediate impact on the users. This will allow staff to monitor
changes in the incoming revenues through 2027 with hopes of new connections through development.
Due to the condition of the City facilities and the fund balances that support improvements, rates need to be
increased and suggested start of August 1, 2026.
The fund balances of the water and sewer both will be negative by the end of 2027, which will negatively hurt
future bond ratings and rates. Also means General Fund cash reserves are paying the utility accounts expenses,
which depletes the City’s cash position.

City Administrator Weske presented revised utility rate proposals for the Industrial Park Water Fund, Industrial
Park Sewer Fund, and Lake Sarah Sewer Fund. He explained that the proposals were developed in response to
ongoing operating deficits, declining fund balances, and significant deferred maintenance needs within the City's
utility systems.
Industrial Park Water Fund
Staff reviewed the current financial condition of the Industrial Park Water Fund, noting:
Estimated 2026 revenues of approximately$ 71,867.
Estimated 2026 expenses of approximately$ 100,635.
Projected annual operating loss of approximately$ 27,000.
Current fund balance of approximately$ 31,700 as of April 2026.
Deferred maintenance needs estimated between $ 3 million and $ 5 million, including water tower
improvements, Well No. 2 improvements, treatment system upgrades, and other infrastructure needs.
Rather than implementing a large one-time rate increase, Staff proposed incremental quarterly increases through

DISCUSSION
The Infrastructure Committee along with the City Attorney met on May 21 to discuss and review the current
assessment policy.
After a lengthy discussion, a few changes were identified for recommendation to the Council:
• Page 7 - Area Method - Removing “natural waterways, lakes, or other wetlands language ” from
Section II B 2, and retaining public right-of-way as the lone area exempted from the area calculation.
This change will allow those items to be included in the calculation. It will follow the practice of zoning,
planning and Hennepin County and allow for a clearer and more uniform calculation.

The City Council of the City of Greenfield does hereby ordain as follows:
Section 1. Chapter 34: The purpose of this Ordinance is to establish fees to be imposed by the
City for specified goods and services, planning and zoning, various permits, licenses,
utilities, and other City services according to the fee schedule attached and made a
part hereof.
Section 2. This Ordinance is adopted pursuant to the City Code of Ordinances, and under the
authority of the City Council of the City of Greenfield.
Section 3. The Technology Fee will be added to the Fee Schedule
Section 4. This Ordinance shall be effective beginning May 19, 2026, upon its passage and
summary publication.
