Larimer County Board approves land use requests, tax abatements and bomb squad pact; $4.3M road contract ahead

Larimer County commissioners approved a set of land use requests, five tax abatement petitions and an intergovernmental agreement for the Northern Colorado Bomb Squad at their Sept. 29 meeting, according to official minutes. Each item passed 3-0. The board also tabled a proposed rezoning for the LifeQuest Campus and Retreat Center until Nov. 16, 2026.

Land use decisions

Minutes list these approvals, all 3-0: the Coffelt & Lehner Amended Plat to eliminate a building envelope; the Graff Special Review for a large agritourism enterprise; the Shankar Short-Term Rental amendment for six guests; the Winslow Planned Land Division and rezoning to PD; and the Mazur Planned Land Division and rezoning to PD.

Tax abatements and the bomb squad

The board approved five tax abatement/refund petitions (3-0). The Sept. 29 agenda described them as each exceeding $10,000, for properties in Timnath, Estes Park and Fort Collins, covering tax years 2023-2025. The minutes summary does not list individual amounts.

Commissioners approved an intergovernmental agreement for the Northern Colorado Bomb Squad with Fort Collins and Loveland (3-0). The agenda set the county's share at $15,000 annually, with a term of Aug. 15, 2026 through Dec. 31, 2031.

What the minutes do not confirm

Larimer County approves clean audit for 2025 financial report

The Larimer County Board of County Commissioners approved the county's 2025 Annual Comprehensive Financial Report on Aug. 4, after receiving an unmodified (clean) audit opinion from RubinBrown. The vote was 3-0.

What the board decided

At the same meeting, the board approved a consent agenda that included tax abatement denials, agreements, liquor licenses, and resolutions, also by a 3-0 vote. It proclaimed Aug. 2-8 as Farmers' Market Week, approved referee recommendations for property tax appeals from two hearing periods (3-0 and 2-0), and approved minutes from the week of July 27.

Larimer County extends fire restrictions through Sept. 8; commissioners approve liquor license, PID elections

The Larimer County Board of County Commissioners extended fire and combustible device restrictions through September 8, 2026, in a 2-0 vote at its July 21 meeting. The board also approved a hotel and restaurant liquor license for Riversong Inn Retreat (2-0), accepted Board of Equalization recommendations for 327 accounts (2-0), and approved resolutions calling elections for Public Improvement Districts No. 81, 82, and 85 (2-0). The consent agenda, including two special event liquor permits, passed 2-0, as did the reappointments of Jim Wutz and Debbie Hayhow to the Natural Resources Advisory Board.

The Ranch design contracts proposed

A separate July 21 commissioners' agenda — minutes not yet published — lists proposed design services contracts for The Ranch complex: $2,765,076 for The Ranch Exposition Center and $303,839 for The Ranch Event Plaza. Larimer County commissioners approve three Public Improvement Districts for November ballot

Larimer County commissioners approved petitions for three proposed Public Improvement Districts to be referred to the November ballot, setting up votes on road improvement funding for three subdivisions.

Public Improvement Districts approved for November ballot

On July 7, the Board of County Commissioners approved petitions for Stanley Heights PID No. 81, Terry Point PID No. 85, and Colland Center PID No. 82. Each petition passed 2-0. Residents within these boundaries will vote on the formation of the districts during the November election.

The proposed mill levies and expected revenues, outlined in a July 6 public hearing, are:
