Madison County committees weigh $1M+ in IT upgrades, 911 reimbursement, and ballot questions
Madison County's committee calendar over the past two weeks was packed with spending requests and policy items, but because minutes have not yet been published for any of these meetings, it is not yet possible to confirm what was decided. The agendas show committees were scheduled to vote on more than $1 million in information-technology purchases, a $758,004 reimbursement for 911 call handling, and three advisory questions that could appear on the November ballot.
Public Safety and 911
The Public Safety Committee (July 6) was set to vote on a $758,004 reimbursement to Public Safety Answering Points (PSAPs) for 911 calls handled December 2025 through May 2026, with Madison County ETSB listed as the vendor. The same committee agenda included a $36,708.30 purchase resolution for police and corrections academy training from Southwestern Illinois College.
The Finance & Government Operations Committee (July 9) listed the same $758,004 PSAP reimbursement, along with an emergency appropriation of $495,447 for the 2027 Juvenile Redeploy Grant and the purchase of two 2026 GMC 1500 pickup trucks for $94,000.
IT infrastructure upgrades
The Central Services Committee (July 8) was scheduled to consider an Aruba Network Core Refresh not to exceed $511,906.18 and a three-year Arctic Wolf cybersecurity renewal for $481,180.30. Other items on that agenda included an ARPA-funded Detention Home HVAC invoice of $83,544.29, capital project invoices of $23,867.01 for Administration Building, Courthouse, and Annex remodels, and a replacement copier for $8,295.00.
The Finance Committee agenda carried the same $511,906.18 network core refresh with ConvergeOne, Inc. and the $481,180.30 Arctic Wolf renewal.
Grants and community programs
The Grants Committee (July 7) was set to vote on four energy-efficient HVAC units for Soup N' Share at $67,070 from Energy Stars Heating and Cooling Co., and consulting services for the Continuum of Care program up to $49,975 from Homebase. The committee also had resolutions to submit the 2027 Emergency Solutions Grant and 2027 Community Services Block Grant applications, plus a request for two pickup trucks for the Community Development Department with cost and vendor listed as TBD.
Land use and zoning
The Building & Zoning Committee (July 7) was scheduled to review a special use permit for a commercial solar energy facility at Fosterburg Rd and Harris Ln (Resolution Z26-0062), a rezoning of 2.60 acres from Highway Business District to Mobile Home Park District at 4534 State Route 162 (Z26-0065), a special use permit for a single-family dwelling at 2513 North St (Z26-0056), a variance for an accessory structure at 6611 W Liberty Prairie Ln (Z26-0057), and the Wendwell Ridge Minor Plat subdivision review.
Health and judiciary
The Health Department Committee (July 8) was set to discuss a proposed resolution supporting the "Stepping Up" initiative to reduce the number of people with mental illnesses in jail. Purchase requests included $12,060 for Chameleon veterinary software and $17,640 for CDPims and CDPMobile environmental health software. A countywide spay and neuter program was listed as new business, presented by Lexi Schlemer-Dona.
The Judiciary Committee (July 13) was scheduled to consider a $6,340.61 renewal of Lexipol corrections policy updates and the same $36,708.30 police and corrections academy training purchase from Southwestern Illinois College.
Advisory ballot questions
The Government Relations Committee (July 15) was set to discuss three advisory public questions for voters: property tax reform, voter identification requirements, and local zoning control of wind and solar farm developments. The County Board (also July 15) was scheduled to vote on resolutions placing those same three advisory questions on the November ballot.
Administrative matters
The Sewer Facilities Committee (July 6) was set to vote on a purchase resolution to replace sewer billing software. The Executive Committee (July 15) was scheduled to consider a resolution on the review, release, or retention of closed session minutes and destruction of closed session audio and video recordings for all periods prior to June 30, 2026.
Coming up
The Emergency Telephone System Board meets July 23 to approve minutes from June 25, 2026, review claims and purchase orders, consider a resolution transferring ETSB funds to the Madison County Treasury, and hear a Motorola presentation on the Tower Project. A closed session is also listed on the agenda.
