Midland meetings: Sports complex contracts and road agreements on deck as July minutes remain unpublished

The Midland Development Corporation Board of Directors met July 6 to consider its 2026-2027 fiscal year budget and an economic development agreement for road infrastructure improvements near Briarwood Avenue, between Avalon Drive and Trobaugh Boulevard. The agenda also included a promotional agreement with the Midland Hispanic Chamber of Commerce, Inc., nomination of census tracts for the federal Opportunity Zones 2.0 Program, and a presentation on the Southeast Midland Entrepreneurship Center Proposal.

The Planning and Zoning Commission met the same day to review several final and preliminary plats, including the Final Plat of West 191 Industrial Park, Section 18; Final Plat of South Park Addition, Section 9; Final Plat of Warfield Industrial Park, Section 3; and Final Plat of Stoneridge, Section 4. A public hearing was scheduled on a zone change request for Arnett's Acres from SF-2 to 2F.

July 20 — Planning and Zoning Commission: Public hearings are scheduled on a 5.01-acre Preliminary Plat for Sunset Estates Addition (Section 4, Block 38); a Specific Use Designation without term for an Accessory Dwelling Unit on Lots 9 and 10, North Park Hill Addition; a Specific Use Designation without term for an Accessory Dwelling Unit on Lots 19 and 20, Willshire Park Addition; and a Final Plat of Country Sky Addition (Lots 29 and 30, Block 3). The commission will also vote on a motion approving a Preliminary Plat of Andrews Park (Lot 5 and south 68 ft of Lot 6, Block 1). The consent agenda includes approval of the July 6, 2026 minutes.

July 21 — City Council: The council will consider several high-value contracts, including a contract with Tarkett Sports Construction for Scharbauer Auxiliary Fields 5 & 6 at $3,874,514.05; an economic development agreement for road improvements on Briarwood Avenue at $3,500,000.00; and a contract with FieldTurf USA, Inc. for two auxiliary turf fields at $1,732,510.00. The agenda also includes an appropriation of $750,000 for repaving Veterans Airpark Lane and $250,000 for Garfield Street, plus a public hearing on zoning a 4.09-acre tract on West State Highway 158 as Local and Regional Retail.
