MIDLAND SPACEPORT DEVELOPMENT CORPORATION
NOTICE OF PUBLIC MEETING
In accordance with Chapter 551, Texas Government Code, as amended, notice is hereby
given to the public that the Board of Directors of the Midland Spaceport Development
Corporation (“MSDC”) will hold a meeting open to the public in the Midland City Hall
basement Classroom B, 300 North Loraine, Midland, Texas at 10:30 a.m. on Thursday,
April 9, 2026. At such meeting, the Board of Directors may consider the following:
1. Call the meeting to order.
2. Motion approving the minutes of the February 12, 2026 meeting of the MSDC.
3. Receive an update from Midland Development Corporation on space-related
activities at the Midland International Air & Space Port and within the greater
Midland area.
4. Discuss the status of submissions to the Space Exploration and Aeronautics
Research Fund.

P&Z to consider preliminary plat for 225-acre Antelope Ridge development

of the City of Midland, Texas, will meet in Special Session at the Bush Convention Center, 105
North Main Street, Midland, TX 79701 on January 12, 2026 at 10:00am for the following
purpose(s):

1. Conduct a Swearing-In Ceremony and all ancillary matters related thereto for the
newly-elected Mayor and City Council Members.

The City Council convened in special session at the Bush Convention Center, 105 N. Main
Street, Midland, Texas, at 10:00 AM, January 12, 2026.
Council Members present: Amy Stretcher Burkes, Lori Blong, Brian Stubbs, Jack Ladd
Council Members absent: John Burkholder, Robin Poole, John Norman
Staff members present: City Manager Tommy Gonzalez, City Governance Officer/City
Secretary Marcia Bentley-German, Deputy City Manager Morris
Williams Jr., Deputy City Manager Jose Ortiz
Mayor Blong called the meeting to order at 10:08 a.m.
SPECIAL SESSION
1. Conduct a Swearing-In Ceremony and all ancillary matters related thereto for the
newly-elected Mayor and City Council Members.
Members of the City Council, City Staff and Citizens of Midland gathered to witness the
swearing in ceremony of the newly elected City Council Members: Mayor Lori Blong, Council
Member Jack Ladd for District 3 and Council Member Amy Stretcher Burkes for District 4.
Mayor Blong welcomed everyone in attendance.
Pastor Jason Hatch of Redeemer Church gave the invocation, followed by the presentation of
Colors and the Pledge of Allegiance.
Retired Judge Mitzi Purvis performed the Oath of Office for Mayor Lori Blong.
Presiding Judge Jeff Robnett performed the Oath of Office for Council Member Jack Ladd.

MDC board to vote on $650K in consulting contracts for aerospace marketing, spaceport licensing, and tenant recruitment
The Midland Development Corporation board will consider approving four consulting agreements totaling $650,000 for marketing, public affairs, spaceport licensing support, and tenant procurement at the Spaceport Business Park. The board will also elect officers for the coming year and hear a presentation on a proposed communications campaign and the November economic development activity report.
