Nichols Hills agendas: $1.3M claims list, Westminster Overlay District hearings await action

Nichols Hills City Council and Municipal Authority agendas for October 13 scheduled public hearings on a proposed Westminster Overlay District and votes on more than $1.5 million in combined claims, pay estimates and a proposed equipment purchase. Minutes from the October 6 and October 13 meetings have not been published, so no outcomes are known. The items below are what was scheduled for consideration, not what was decided.

City Council: $1,337,280.41 in warrants and claims

The Council agenda listed a Total Warrants & Claims package for approval of $1,337,280.41. The same agenda included a pay estimate of $249,709.20 for the Woods Park Sidewalk Replacement Project, and a request to purchase five unmanned aircraft systems with thermal cameras for up to $60,000.00. The drone purchase was listed as a request, not as an approved expenditure.

Westminster Overlay District and golf club addition

The Council was scheduled to hold a public hearing on a Special Permit for Oklahoma City Golf and Country Club to construct an addition to its main building, with terms of use. A second public hearing covered a proposed ordinance creating the Westminster Overlay District, amending Chapter 50 and Section 50-26 and the Official Zoning District Map, with an emergency clause.

The same two land-use items appeared on the Planning Commission agenda for October 6, where they were listed as public hearings. The Commission was also scheduled to consider an ordinance adopting the April 3, 2026 Amended and Restated Nichols Hills Building Commission Building and Demolition, Design, and Construction Guidelines, with an emergency clause, along with approval of the September 1, 2026 minutes and its 2027 Schedule of Regular Meetings.

Because neither body's minutes are available, it is not established whether either the overlay district or the golf club permit advanced.

Municipal Authority: $166,263.63 claims list and retirement plan

The Municipal Authority agenda listed approval of a Claims List for 2026-2027 totaling $166,263.63, an ordinance amending the Employee Retirement System Defined Benefit Plan, approval of the 2027 schedule of regular meetings, and review of September 2026 Financial Statements.

For Nichols Hills, the open questions after these two meetings include whether the $1,337,280.41 claims package and the $249,709.20 Woods Park pay estimate were approved as listed, whether the drone purchase moved forward, and what action, if any, the Council and Planning Commission took on the Westminster Overlay District and the golf club special permit. The published minutes for both meetings will be the record of those outcomes.

Nichols Hills boards take up housing, spending, and permits

Nichols Hills city boards met over the past week to consider a range of items, from a proposed housing development and more than $1.2 million in city spending to building permits and a canceled meeting. No minutes have been published for any of the meetings, so all actions remain pending.

City Council

The City Council on Aug. 11 held public hearings on a Planned Unit Development (PUD) for 1203 Sherwood Lane, proposed by Strand on Sherwood, LLC, and on an ordinance to close a portion of the Strand right-of-way. The council also heard a continued public hearing on a proposed Westminster Overlay District, which had been forwarded from the Planning Commission.

In addition, the council considered approving total warrants and claims of $1,262,781.64. That list included several construction pay estimates: Pay Estimate No. 5 for the Public Works Addition from Globe Construction at $201,740.10; Pay Estimate No. 2 for Westminster Place paving from Rudy Construction at $163,800.95; and a final pay application for Westminster Park from Rudy Construction at $92,913.96.

The council also had on its agenda the purchase of three security cameras for Kite Park at up to $30,000, and the purchase and upfitting of six code inspection vehicles at up to $24,000.

Municipal Authority

The Municipal Authority, meeting the same day, considered approving a claims list for the 2026-2027 fiscal year totaling $178,871.97, along with the July 2026 financial statements. The authority also considered a contract for engineering and testing services with Standard Testing & Engineering, LLC.

Building Commission

The Building Commission met Aug. 18 to review three Certificate of Approval applications: for 1811 Guilford Lane, 1724 Huntington Avenue, and 1702 Dorchester Place. The commission also discussed construction fence and erosion control measures, and was scheduled to elect a Chairman and Vice-Chairman. Public comment was on the agenda, and the commission reviewed minutes from its July 21 meeting.

Board of Adjustment

The Board of Adjustment's regular meeting scheduled for Aug. 19 was canceled. No items were listed for discussion or action.

Coming up

The Environment, Health & Sustainability Commission will meet Aug. 26. The agenda includes a vote on a hazardous household waste and recycling event, as well as approval of minutes from the May 27 meeting. The meeting is open to the public.
