Seabrook council agendas include $95,000 in contracts, warehouse project; decisions pending
Seabrook city officials met last week on a busy slate of agenda items, including $95,000 in design contracts, a $40,000 facade improvement agreement, and a preliminary planned unit development for a 669,600-square-foot warehouse. However, minutes from the Aug. 4 City Council meeting, the Aug. 5 budget workshop, and the Aug. 6 Parks and Trails Committee meeting have not yet been published, so official decisions are pending.
City Council (Aug. 4)
The council's agenda included five items:
- A $5,000 amendment to add TxDOT permitting to an engineering contract for North Meyer Avenue with Duplantis Design Group.
- A $40,000 performance agreement for Commercial Facade Improvements at 2120 NASA Parkway (SpringHill Suites by Marriott).
- A $50,000 task order for drainage analysis and improvement projects for Baywood Drive and Pine Gully Road with Duplantis Design Group.
- Appointment of a Planning & Zoning Commission member for a term ending December 31, 2028.
- Acceptance of the FY 2024-25 Annual Comprehensive Financial Report and Single Audit.

Budget Workshop (Aug. 5)
The council held a work session to review the proposed Fiscal Year 2026-2027 Annual Budget. According to the agenda, the review covered:
- General Fund operating revenues, expenditures, and personnel costs.
- Enterprise Fund utilities, including water, wastewater, and sanitation.
- Special Revenue and Dedicated Funds, including grants and hotel occupancy tax (HOT).
- Capital Improvement Program (CIP) infrastructure investments.

Parks and Trails Committee (Aug. 6)
The committee heard presentations on three park projects and considered recommendations to forward to the City Council. Agenda items included:

- Recommendation on a $160,000 Keep Texas Beautiful Grant allocation for TXDOT right-of-way improvements.

- Consideration of an outdoor classroom creation and a GIS access app for the Parks and Trails system.

- **Aug. 13** — Seabrook Economic Development Corporation meeting. The board will hold a public hearing on the proposed FY 2026-2027 SEDC budget and consider renewing an administrative staffing services agreement for up to $268,381. It will also vote on renewing contracts with the Clear Lake Area Chamber of Commerce (up to $10,000) and the Bay Area Houston Economic Partnership (up to $20,000).
