County board to consider $2.09M overpass contract; code lien reductions and 302-unit apartment proposal on agenda
Seminole County commissioners were scheduled this week to award $2,086,753.09 to Southland Construction, Inc. for pedestrian improvements on the US 17/92 overpass, the largest dollar item among a slate of recent county meetings. However, minutes have not yet been published for any of the three recent meetings covered here, so outcomes — including whether the contract was approved — are not confirmed.
Board of County Commissioners (July 14)
The Board of County Commissioners agenda included a consent item to award $2,086,753.09 to Southland Construction, Inc. for the US 17/92 Overpass Pedestrian Improvements (Item 5). A second contract award to Cornerstone Construction Services, Inc. for Central Transfer Station Operation & Maintenance was also listed (Item 6), though no dollar amount was provided in the agenda.
Other scheduled items:
- Final plat approval for the Encore at Hillview townhome subdivision — 28 lots on 3.4 acres, zoned R-13A (Item 9).
- Rezoning of Alafaya Trail/Beasley Rd. from R-1AA to R-1 for a three-lot residential subdivision (Item 23).
- An ordinance repealing Part 2 (Travel Expenses) of Chapter 5 of the County Code (Item 28).

Code Enforcement Special Magistrate (July 9)
The Special Magistrate was scheduled to hear five new violation cases and two lien-reduction requests. Proposed daily fines ranged from $250 to $500.
New cases:
- Case 25-375 — unsafe, unfit, hazardous structure at 2054 Sipes Avenue; proposed fine $500 per day after July 24, 2026.
- Case 25-408 — accumulation of rubbish/garbage and motor vehicles at 1862 Willow Lane; proposed fine $250 per day after July 24, 2026.
- Case 25-564 — unpermitted construction at 3730 E SR 46; proposed fine $250 per day after July 19, 2026.
Lien reductions:
- Request 15-08-CESM — reduce a $187,850 lien against Antonio Chandler to $1,000, with a 30-day payment period.
- Request 24-52-CESM — waive a $51,800 lien and $762.76 in administrative costs for Sergio Salazar.
Outcomes are not yet confirmed; minutes have not been published.
Development Review Committee (July 8)
The DRC agenda listed five pre-application and site-plan items, each scheduled for up to 20 minutes of discussion with public comment before any recommendation. The largest was the Heathrow Multifamily pre-application — a 302-unit apartment complex on 15.26 acres at Bayvista Ln.
Other items:
- Hester Ave Subdivision — pre-application for 27 single-family lots on 9.50 acres (PD zoning).
- Craft Distillery — pre-application to rezone PD to allow an alcoholic beverage establishment on 1.06 acres on the east side of S Econ Cir.
- Journey Church — site plan for a church on 12.61 acres at US Hwy 17/92 and Fernwood Blvd.
- International Foods Solution — site plan for an office building on 0.88 acres on Elmhurst Cir.
