Sleepy Hollow Boards Tackle Edge-on-Hudson, Zoning, and Development Proposals
Sleepy Hollow's village boards held a packed schedule of meetings in the first half of July, with the Board of Trustees, Local Development Corporation, and Planning Board all convening to discuss major development items. However, minutes have not yet been published for any of these meetings, so it is not yet possible to confirm what was decided, what was tabled, or how any votes went. What follows is based on the published agendas.
Board of Trustees: Edge-on-Hudson and Riverwalk
The Board of Trustees met twice on July 7, holding work sessions and a special session. Agendas show discussion items including a presentation on Good Cause Eviction, a proposal to change the Edge-on-Hudson mixed-use project from condominiums to apartments, and a request to approve a consultant for $10,000 to conduct a comparative fiscal analysis of that change.
The board was also scheduled to discuss a consolidated funding application totaling $1,595,000, zoning amendments related to coverage and open spaces, and the award of a paving bid. A special session agenda included a vote to declare the village the lead agency for the Riverside Drive Riverwalk environmental review under SEQRA.
On July 14, the board was set to hold continued public hearings on a floating zone request for 193 Beekman Avenue and on amendments to the Edge-on-Hudson Special Permit. The agenda also listed 13 resolutions for possible action, including:
- **R5** – Approve a zoning proposal on coverage and open spaces
- **R2** – Approve consolidated funding application grant projects
- **R10** – Approve an access gate between 11 Francis Street and 29 Andrews Lane

Local Development Corporation: Expenditures and 193 Beekman Avenue
The Sleepy Hollow Local Development Corporation met on July 13. The agenda called for approval of expenditures and resolutions, a review of 64–68 proposals and a request for proposals, and a discussion of roadway punchlist and outstanding issues. The board was also scheduled to receive an update on 193 Beekman Avenue and to hear a consultant report from Dan Briar of Paragon-On-Hudson LLC. An executive session was listed at the end of the agenda.
Planning Board: Apartments, Self-Storage, and Cemetery Subdivision
The Planning Board met on July 16. Agendas show continued public hearings on a proposed 6-unit apartment building at 135 Beekman Avenue and a proposed self-storage facility at 309-315 North Broadway. The board was also scheduled to review special permit, subdivision, and site plan matters for 193 Beekman Avenue, and to hear a preliminary presentation on a lot line adjustment and subdivision at 540 North Broadway involving the Sleepy Hollow Cemetery Historic Fund, Inc.
A discussion of zoning amendments with Dover, Kohl & Partners was also on the agenda.
