Planning Commission approves zoning change, conditional use permits; City Council weighs public safety tax increase
The Planning Commission approved three items at its August 6 meeting, including a zoning change and two conditional use permits. Separately, the City Council held a public hearing on a proposed property tax increase for public safety services, but has not yet voted on it.
Planning Commission
The commission unanimously approved a conditional use permit for a freeway-oriented electronic message center at 2876 South 460 West. It also unanimously approved a conditional use permit for an in-home phone repair business at 2583 South West Temple.
In a third unanimous vote, the commission recommended that the City Council approve a zoning map amendment at 116 East Garden Avenue, changing the designation from Commercial Corridor to R1 Single Family Residential. The commission also approved its July 9 meeting minutes with one abstention and scheduled an August 20 work meeting to begin at 6:15 p.m.
City Council
At an August 11 Truth in Taxation hearing, the council heard public input on a proposed property tax increase for public safety. If adopted, the city would collect an additional $1,839,537 per year. The proposed Public Safety Service Levy rate is .001397, which would generate $7,952,044 for public safety. For a $470,000 residence, the annual tax would rise from $644.44 to $727.94, an increase of $83.50. For a similar business property, the tax would rise from $1,171.71 to $1,323.52, an increase of $151.81. The council may take final action on the tax rate and the final General Fund budget for fiscal year 2026-2027 after the hearing. No vote has been reported yet.
On August 12, the council held a regular meeting and a work meeting. The agenda included two mayoral appointments to the Planning Commission: Jason Terry as Alternate Commissioner and Suzanne Slifka as Regular Commissioner. The council also received a presentation on the Storm Drainage Master Plan from Kai Krieger of Hansen, Allen & Luce. Other items were approval of minutes from June 10 and June 17 meetings and a possible closed meeting. No decisions have been published.
Civilian Review Board
The Civilian Review Board met August 3. The agenda included approval of July 6 minutes, training on the Graham v. Connor Supreme Court case, discussion of ride-alongs, case reviews, and a closed meeting for personnel matters under Utah Code. No minutes have been published, so no actions are confirmed.
Coming up
The Planning Commission will hold a work meeting on August 20 at 6:15 p.m. for a training session on conditional use permits. No decisions are scheduled.
Also on August 20, the commission will hold a public hearing and vote on a preliminary condominium plat for Phase 2 of the Market Center development at 2280 S State Street. The project includes 138 affordable residential units (at 60% of area median income, ranging from studio to three-bedroom) and 6,500 square feet of ground-floor retail. Staff recommends approval, with a condition that construction of Building 2 commence by November 18, 2028.
