Topsfield boards hold hearings on liquor license, subdivision, and ADU variance
This week's Topsfield government meetings covered routine administrative items, public hearings, and staffing discussions, but no decisions have been published yet. All meetings listed below were agenda-only, with minutes not yet available. The most consequential items on the docket include a liquor license application, a proposed subdivision, and a variance request for an accessory dwelling unit.
Board of Assessors
The Board of Assessors met twice on July 30. Both agendas included motor vehicle abatements, the 2026 motor vehicle commitment #4, and a review of exemption clause 17D for seniors, surviving spouses, and minor children with a deceased parent. One meeting also included an assessor report and an executive session under state law for non-public records. No votes or decisions were reported.
Select Board
On August 3, the Select Board held a public hearing on an off-premise liquor license application for 239 Boston Street. The board also considered contracts for the Fire Department to purchase a Ford F550, and for the Police Department to purchase a cruiser, TASER weapons, and an All-Terrain Vehicle. Other items included a building permit fee schedule update and approval of a Memorandum of Agreement with the Topsfield Call Firefighters Association. All items were on the agenda; no outcomes were published.
School Committee
The School Committee met on August 5 to review FY26 close-out and end-of-year audit reports, as well as enrollment updates. New business included staffing discussions for the Assistant Superintendent of Operations and the opening days of school for August and September. The committee also reviewed policy subcommittee updates to the Policy Book (JKAA and IMGB), a proposal to waive Policy BGB, a Fair Share Update (the “Millionaire’s Tax”), and an I.T. surplus list. No votes were reported.
Planning Board
The Planning Board held a virtual meeting on August 5. The agenda included a stormwater permit modification request for 49 Asbury Street and a continuation of a public hearing for a proposed definitive subdivision of 21, 25, and 27 John’s Lane. The board also addressed its own reorganization. No decisions were published.
Zoning Board of Appeals
The Zoning Board of Appeals met on both August 5 and August 6. Both meetings continued a public hearing for a proposed accessory dwelling unit at 18 Central Street, which requires a variance for side setbacks of 2.5 feet (10 feet required) and a variance from Article IV, Section 4.02 for a non-conforming lot. The board also planned to elect officers and designate an authorized signatory for Fiscal 2027, and to vote on minutes from May and June 2026. No outcomes were reported.
