Troy City Council to weigh solar facility, street vacation, and code updates on Aug. 17
No final decisions have been published from Troy's recent meetings, as minutes are not yet available. The City Council will take up several consequential items at its Aug. 17 meeting, including a community solar facility, a street vacation, and multiple code amendments.
Recent meetings
Aug. 3 – City Council and committees
The City Council agenda included a vote on Ordinance 2026-51 to vacate a portion of Charcoal Street, plus two downtown storefront grant applications for properties at 121 and 111 East Market Street. The Finance & Economic Development Committee also reviewed those grant applications. The Administrative & Community Services Committee discussed a downtown signage plan. A public hearing on the Charcoal Street right-of-way vacation was held, with no final decision scheduled.
Aug. 13 – Planning Commission
The Planning Commission held public hearings on several items, all of which will go to the City Council for final decisions:
- A special use permit for a 5 MWac community solar facility at 1515 Formosa Road, petitioned by Kent Higgins for H3 Farm Enterprise, LLC. The property is zoned I-1 Light Industry.
- Four code amendments: fire hydrant standards (PC Rec 2026-25), commercial collector street design (PC Rec 2026-27), drainage certification aligned with the Illinois Plat Act (PC Rec 2026-26), and as-built/GIS requirements for all utility infrastructure (PC Rec 2026-28).
- A rezoning request for 1132 Troy Road from R-1 Single-Family Residential to I-2 Light Industrial, with annexation contingent on approval.
The commission also held a routine meeting with only procedural items, including approval of July 9 minutes and scheduling of future meetings.
Upcoming: Aug. 17 meetings
The City Council will meet and is scheduled to vote on:
- Ordinance 2026-52 (fire hydrant standards)
- Ordinance 2026-55 (commercial street section code)
- Ordinance 2026-56 (stop sign at Glendale and Ellington Drives)
- Resolution 2026-37 (electric supply/community solar agreement)
- Resolution 2026-39 (accepting a MEPRD grant for a shared use path from Serenade Park to The Forum)
- A final plat for Stonebriar Manors Phase 3
- A special use permit for the solar facility at 1515 Formosa Road
Also on Aug. 17, the Administrative & Community Services Committee will discuss Resolution 2026-38, which would approve the special use permit for the Formosa Road solar facility. That item is listed for discussion only, with no final decision scheduled.
