Building Standards Commission, Oct. 7

The commission was set to meet at 3:00 p.m. at the South Waco Community Center, 2815 Speight Avenue, for six public hearings on building standards compliance: initial hearings for 329 N 10th St and 1905 Webster Avenue, and hearings with possible action on 1901 Connor Avenue, 3900 Mockingbird Lane, 3316 N 15A Street and 2320 Ethel Avenue. The agenda also listed election of a chairperson and vice-chairperson and approval of the September 2, 2026 minutes.

Parks and Recreation Commission, Oct. 8

Meeting at noon at the Dewey Community Center, 925 N 9th St, the commission was scheduled to hear a Director's Report covering Chapel Park, China Spring Park, Alice Martinez Rodriguez Park and Virginia DuPuy Park, along with fall events, recreation programs and pool fee updates. The agenda listed welcoming new board member Carolyn Weaver and consideration of the next election for commission chair. No votes on contracts or ordinances appeared on this agenda.

The Brazos Higher Education Authority (Oct. 13) was to review audited financial statements for the year ending June 30, 2026 and consider appointing Forvis Mazars, LLP as auditors for 2026-2027. The Waco-McLennan County Public Health District Advisory Board (Oct. 14) was to review its strategic plan and hear a program highlight on Public Health Emergency Preparedness. The MPO Policy Board (Oct. 15) listed discussion of MPO redesignation, a TxDOT highway construction update and grant efforts. The Sustainable Resource Practices Advisory Board (Oct. 15) was to discuss its 2026 annual report to the City Council and elect officers. Waco council agenda takes up downtown form-based code, $78.6M reimbursement resolution

Waco's City Council was scheduled to take up second readings on a downtown form-based code covering about 88.55 acres, a capital reimbursement resolution with a maximum principal amount of $78,580,000.00, and a public safety radio contract not to exceed $462,026.96 at its Oct. 6 meeting. Downtown zoning and the F-1 district

The Oct. 6 business session listed second readings of two items: an ordinance adopting Form-Based Code zoning and establishing the F-1 Waco Downtown Form-Based Code District (ZA-26-06), and a rezoning of about 88.55 acres from C-2, C-3 and C-4 to the F-1 Waco Downtown Form-Based Code District (Z-26-20). Also listed: a rezone of 3116 Robinson Drive from R-1B to C-2, about 2.148 acres (Z-26-34); the Callan Village Addition Phase 4A final plat (SUB-26-11); the Willow Bend Addition, Part II, Phase 1 preliminary plat (SUB-26-13); and an amended preliminary plat for Lariat Addition, Lots 1-12, Block 1 (SUB-26-14). The commission was also set to elect a Chair and Vice-Chair.

Housing authority meetings cancelled

Two Oct. 8 meetings were listed as cancelled: the Waco Housing Authority Commission and Rising Images, Inc. The Housing Authority agenda had included Resolution No. 3937 on amendments to the Section 8 Housing Choice Voucher Administrative Plan, an annual audit presentation by auditor David Boring, and a review of executive search firm proposals. Waco officials weigh tax rate cut, development deals; no votes taken yet

Waco city officials this week discussed a proposed property tax rate that would lower the bill on a median-valued home by $73.74, along with major development agreements and housing authority matters. All recent meetings were agenda-only, with minutes not yet published, so no final votes have been recorded.

Budget and tax rate

The City Council's Budget & Audit Committee met Aug. 11 to review the proposed FY 2026-27 operating and capital improvements budgets. The proposal sets a tax rate of $0.755000 per $100 valuation, which would produce a median homestead tax bill of $1,434.52 — $73.74 less than the previous year. The committee also reviewed the FY 2025-26 third-quarter investment report and discussed a new investment policy and strategy.

Development agreements

At the Aug. 18 council meeting, two development items were on the agenda:

• A master development agreement with Making Waves Waco, LLC for a master-planned community (Item 2026-499).
• A fourth amendment to the Catalyst Urban Development agreement, changing Phase 2 at Webster Ave and Brazos from hotel to mixed use (Item 2026-500).
