Woodburn parks board approves minutes; council reviews housing code audit
The Woodburn Recreation and Parks Board approved its May meeting minutes on Aug. 12, and staff reported progress on the new Community Center and Settlemier Park. Meanwhile, the City Council reviewed a draft audit finding the city's development code out of compliance with 15 state housing laws.
City Council reviews housing code audit
On Aug. 10, the City Council considered two agenda items: an ordinance to set EV charging fees and a draft audit of the Woodburn Development Ordinance. The audit, conducted by Cascadia Partners, found the WDO fully compliant with only one of 26 state housing statutes, partially compliant with six, and not compliant with 15. It also identified about 90 instances of non-compliant clear and objective standards. Specific issues include lack of a 63-day expedited land division process, a definition of "family" limiting occupancy to five unrelated persons, and no procedure for middle housing land divisions. The council will use the findings to update the WDO, with completion planned for Spring 2027. The EV charging fee ordinance was on the agenda but no decision was recorded.
Parks board approves minutes, hears construction updates
The Recreation and Parks Board approved the May meeting minutes via motion by Natalie Tomaszewski, seconded by Kasi Pankey. Staff reported the first concrete pad for the new Community Center has been poured, with a second pour scheduled for the following week. The board also noted that the City Council awarded the Settlemier Park Improvement Project contract to First Cascade Corp., including three approved alternates for concrete pathways, concrete sports courts, and sports court lighting. Updates were given on the Park Filming Project, Legion Park pickleball signage, and recreation programs. The July board meeting was cancelled; the next meeting is scheduled for Aug. 12, 2026.
