This fourth meeting of the Bellevue City Council. Good evening and welcome. Thank you for being here and for participating in the work of the city. Before we get to our agenda, I want to start by noting that over the weekend in Spokane, three fires forced 65,000 people to evacuate and more than 700 homes were destroyed. We are heartbroken for those who have lost so much, many only able to escape with the clothes they wore and whatever was in their car at the time. The scale of loss is immense and our thoughts are with every Washingtonian facing the trauma and displacement and uncertainty. That said, no lives were lost and that is a testament to emergency responders and protocols for evacuation. And in the face of this tragedy, I think we are all inspired by the resilience and compassion that define communities in our state. We have seen neighbors, first responders, and volunteers come together to offer shelter, food, and more. If there is one other thing we should all take away today, remember that we are still early in the summer and conditions are likely to get worse. Please be vigilant and very careful with any spark or flame and follow the statewide burn ban in effect. We are witnessing the incredible scale of damage and destruction that can be caused by these fires. You are a part of protecting our communities. Be safe and smart. Thank you. Additionally, as you can see, we are missing some folks on the dais this evening. The mayor is unable to join us in person. However, …

We can call the meeting in order. And before we start the business of the meeting today, I would like to ask that we take a moment to address the tragic gun violence over the weekend at the Bight of Seattle event. Three people lost their lives, and at least four more were injured, including a toddler. This is an upsetting, unnecessarily an unacceptable tragedy that has forever altered the lives of many and created fear at a beloved regional event attended by hundreds of thousands, including many from right here in our own community. I would like to offer a moment of silence for the victims and their loved ones. Thank you for doing that with us. Our hearts and thoughts are with everyone affected by this weekend's events. I continue to have hope that we can work together to create a future where this type of strategy is not longer part of our lives . And now I'm going to welcome you all for being here and for taking the time to engage in the work of our city. We are glad to hear from you. With that, City Claire, are you ready for the roll call? Thank you. Mayor Malakutian? Here. Deputy Mayor Hamilton? Here. Council Member Bhargava? Here. Council Member Breyer? Council Member Nguyenhaus? Council Member Robinson? Council Member Summa Jaworia? Thank you. Council Member Nguyenhaus, would you please lead us in the flag salute? Council Member Nguyenhaus, please rise if you're able. Music playing. City Clerk, are there any speakers signed up for the oral communication? Yes, Mayor, thank you. This evening we have reached the limit of 10 pre-registered speakers for oral comms. Before I start calling names, I will just mention that the Council does appreciate members of the public engaging and contributing their perspective and supports everyone's rights to express themselves. However, comments shared during oral communications are those of the speakers and do not necessarily reflect the views or values of the council or the city. So a few of the rules for tonight, the total time for oral communications is for a period of not more than 30 minutes and all topics must relate to City of Bellevue government. People speaking to items on tonight's agenda will be called first and then, if time remains, people speaking to items not on the agenda will be called. In both of those categories, the presiding officer is authorized to give preference to those who have not spoken to council within the last 60 days. Or who will be speaking to items that will come in front of the council within the next 60 days. Each speaker will be allowed to speak for up to three minutes and only a total of three speakers will be allowed to speak to any one side of a particular topic. Additionally, in compliance with Washington state campaign laws regarding the use of public facilities during elections, no speaker may support or oppose a ballot measure or support or oppose a candidate for …

Thank you. Chair McGill. Thank you. Stash and Commissioner Williams have been nominated to serve as Vice Chair for the coming year. Can my un-nomination be, can my un-nomination happen now? Do you have a un-nomination to give us? I officially un-nominated myself, but that's even such a word. Okay. Okay. So we should have those and that's it, right? There's no, yes. I'll start a review. Okay. Let's go to oral communications. We have public comments. They're limited to three minutes per person, three minutes to roll. Staff, Kevin will keep time and comments must relate to the City of Bellevue Government and Business and the Vols responsibility to transportation commission. So Kevin, please call speakers in- Gil and Commissioners. My name is Faina Leo and I'm the Vice President of Government Affairs for the Bellevue Chamber. We appreciate the Commission's work on Bellevue Transportation Planning and we support the staff's recommendation to update the bicycle and pedestrian level of traffic stress measures. Relaxing these targets should be a last resort, not a first step. For performance targets, for a reason they define acceptable levels of service and create accountability. If we simply lower the bar to match existing congestion, we aren't solving the problem. We're normalizing it. That's not planning. Tha …
