Resolution Authorizing Settlement of Compensation to Owners for Acquisition of Real
Property Interests Needed for the Highway 40 Project Silver/Bevens Creek Area
WHEREAS, the Board of Commissioners of Carver County is the official governing body of Carver County
(“County”); and
WHEREAS, the County, acting by and through its Board of Commissioners, is authorized by law , and pursuant
to Minnesota Statutes, § 163.02, subd. 2; §117.012; and § 117.042, to acquire land and other real
property interests in Carver County which the County needs for a public use or public purpose; and
WHEREAS, the County proposes to construct highway and related improvements in Carver County for shoulder
widening and pavement improvements as part of the Highway 40 Project Silver/Bevens Creek Area
(“Project”); and
WHEREAS, to complete the Project, the County must acquire the real property interests described in Exhibit A,

A Regular Session of the Carver County Board of Commissioners was held in the
County Government Center, Chaska, on July 7, 2026. Tom Workman, Board Chair
convened the session at 9:00 a.m.
Members present: Tom Workman, Tim Lynch, John P. Fahey, Matt Udermann and Lisa
Anderson.
Public Comments received from Monique LaCroix (Chaska), Pam Undestad (NYA)
Natasha Adams (Chaska), Tom Desautel (Chaska)
Lisa Anderson moved, Matt Udermann seconded, to approve the agenda. Motion
carried unanimously.
Tim Lynch moved, John P. Fahey seconded, to approve the minutes of the June 9,
2026, Regular Session and June 16 2026 Board of Equalization minutes. Motion carried
unanimously.
John P. Fahey moved, Tim Lynch seconded, to approve the following consent agenda:
Approved the County Board to issue Lower-Potency Hemp Retail Registration to Good
Time Liquors LLC. Issuance is subject to receipt of all required paperwork, fees paid,

June 16, 2026
The County Board of Appeal and Equalization met this day as required by law.
Present were Board members: Tom Workman, Chair, Tim Lynch, Vice Chair, John P.
Fahey, Matt Udermann, Lisa Anderson and Crystal Campos, County Auditor.
Tim Lynch moved, John P. Fahey seconded, to adopt Robert's Rules of Order for
the County Board of Appeal and Equalization. Motion carried unanimously.
Ryan Johnson, County Assessor, administered the County Board of Equalization -
Oath, to Board members & County Auditor.
Johnson presented on the 2026 Carver County assessment and explained it is
based on sales from October 2024 through September 2025, with the Department
of Revenue applying additional market trend adjustments. Most of the assessed
value changes reflect 2025 inspection and permit activity.
Residential property values rose about 4%, with slight increases in median and
average home prices, though high mortgage rates continue to limit sales. Around
6,000 more parcels now qualify for the homestead market value exclusion.
Commercial values were f lat after two years of growth, despite several new or
planned retail and service projects. Industrial property remained strong, up about
3.8% with significant new construction and high demand. Multifamily values
increased 6%, supported by over 1,000 new units in development. Agricultural
values fell about 3.2%, though Green Acres values rose slightly, and ag land

Pursuant to due call and published notice thereof, the June 3, 2026, meeting of the Carver County Board
of Adjustment was called to order by Chairman Bruner at 7:00 p.m.
Chairman Bruner acknowledged all seven members of the board were present at this meeting. Andy
Steinhagen recused himself from the board citing a conflict of interest with the agenda item application.
Chairman Bruner asked everyone to rise and recite the Pledge of Allegiance.
Agenda – Chairman Bruner asked if there were any additions or deletions on the agenda. Hearing none,
he asked for a motion to approve the agenda. A motion was made by Bielefeldt and seconded by Selken
to approve the agenda as printed. All voted aye. Motion carried.
Minutes – Chairman Bruner asked if there were any corrections to the minutes from the April 1, 2026,
meeting. Thompson stated the members present/absent was incorrectly listed. Bielefeldt made a motion

motion. Chairman Kerber called for a vote on the motion. All voted aye. Motion carried.

Pursuant to due call and published notice thereof, the April 21, 2026, regular meeting of the Carver
County Planning Commission was called to order by Chairman Kerber at 7:00 p.m.
Chairman Kerber acknowledged six board members present with the absence of Greg Grazzini.
Agenda – A motion was made by Hoese to approve the agenda. Steinhagen seconded the motion.
Chairman Kerber called for a vote on the motion. All voted aye. Motion carried.
Minutes – A motion was made by Wakefield and seconded by Hoese to approve the minutes from the
March 17, 2026, regular meeting. All voted aye. Motion carried.

Pursuant to due call and published notice thereof, the March 17, 2026, regular meeting of the Carver
County Planning Commission was called to order by Chairman Kerber at 7:00 p.m.
Chairman Kerber acknowledged six board members present with the absence of Greg Grazzini.
Agenda – A motion was made by Steinhagen to approve the agenda. Hoese seconded the motion.
Chairman Kerber called for a vote on the motion. All voted aye. Motion carried.
Minutes – A motion was made by Wakefield and seconded by Hoese to approve the minutes from the
January 20, 2026, regular meeting. All voted aye. Motion carried.

Pursuant to due call and published notice thereof, the February 4, 2026, meeting of the Carver County
Board of Adjustment was called to order by Jason Mielke at 7:00 p.m.
Mielke asked everyone to rise and recite the Pledge of Allegiance.
The first order of business was the organization of the Board of Adjustment and the election of Chair.
Election of Chairman – Mielke called for nominations for the office of Chair. Washburn made a
nomination for Gerry Bruner as Chairman. The nomination for Bruner was seconded by Thompson. No
other nominations were made. Mielke called for a motion to cease nominations and cast a unanimous
ballot for Gerald Bruner as Chair. Washburn made the motion. Thompson seconded. Mielke called for
the vote. All voted aye. Motion carried. Gerry Bruner is the newly elected Chair.
Election of Vice-Chairman – Chairman Bruner called for nominations for the office of Vice-Chair.
Bruner made a nomination for Gorra as Vice-Chair. Selken seconded the nomination for Gorra as Vice-
Chair. There were no other nominations. Steinhagen moved to cease nominations and cast a

Workman met in session this day as required by law for organizational purposes for the
year 2026.
The session was called to order by County Administrator, David Hemze, at 9:00 a.m.
Administrator Hemze requested nominations for the 2026 Board Chair.
Matt Udermann nominated Tom Workman to serve as Chair of the Board of
Commissioners for 2026, Tim Lynch seconded. Hearing no other nominations,
Administrator Hemze closed nominations.
On vote taken to elect Tom Workman to serve as Chair of the Board of Commissioners
for 2026, all voted aye.
