Committee, and the Other Post-Employment Benefits (OPEB) Board was held on August 6, 2026,
at 11:03 a.m., with Mr. Mullaney, Chair of the Police Pension Retirement Committee, presiding.
Members present were Mr. Gray, Chief Johnson, Mr. Rocha, Dr. Pillsbury, Mr. Welch, Ms. Marney,
Ms. Poole, and Ms. Duca. Ms. Kober, Ms. Green, and Mr. Rogers were absent.

REGULAR CITY COUNCIL MEETING
The Regular City Council Meeting was held on July 27, 2026, at 6:36 p.m. with Council President
Neil presiding. Council members present were Ms. Hall, Mr. Boggerty, Mr. Anderson,

not returned her calls or contacted the office. She acknowledged that she had mailed Mr. Ying Chu
correspondence notifying him of his appeal date but had not received any response from him.
Dr. Sudler granted a five (5) minute grace period from 3:32 p.m. to 3:37 p.m. to allow Mr. Ying
Chu additional time to join the meeting either in person or via Webex.

DOVER HUMAN RELATIONS COMMISSION
The Dover Human Relations Commission (DHRC) met on July 21, 2026, at 6:15 p.m., with Chairman
Mishoe Sudler presiding. Members present were Mr. Spencer (in at 6:04 p.m.), Ms. Brinkley, Ms.
White, Ms. Mullen, Bishop Lott (in at 6:07 p.m.), Mr. Fleming, and Mr. Faust.
Staff members present were Ms. Wheeler.
OPEN FORUM
The Open Forum was held at 6:00 p.m., prior to commencement of the Dover Human Relations
Commission Meeting.
Reginald Daniel III, 233 West Division Street, announced that on Saturday, July 25th, from 9:00 a.m.
to 1:30 p.m., Restoring Central Dover will hold a training on mental health and first aid certifications
for anyone who may work with individuals struggling with addiction (Attachment #1). He noted that
anyone interested in increasing their skill set to meet the needs of those struggling with crisis. He
explained that they were continuing to work with the Unity Garden Programs and that they have three
(3) actively running programs: at Mount Zion AME Community Garden, House of Hope on South
New Street, and Downtown Delaware State University Community Garden, off of North Governors
Avenue. He noted that they were working on building out a food stall at the Downtown DSU so it
would be more accessible for all the fresh fruits, produce, herbs, and spices for the community to be
accessible free of charge.

The Alderman's Court Ad Hoc Committee was held on Tuesday, July 21, 2026, at 3:00 p.m. with
Mr. Anderson presiding. The members present were Mr. Neil, Mr. Rocha, Mr. Lewis, Mr.
Garfinkel, Ms. Smack, Mr. Witham (out at 4:40 p.m.), Ms. Gibbs (out at 3:43 p.m.), Dr. Halpern,
Mr. Wilson, Dr. Hoff and Ms. Mejia (via Webex).
Staff members present were Ms. Duca, Ms. Wheeler, and Ms. Martin.
ADOPTION OF THE AGENDA
Mr. Neil moved for approval of the agenda, seconded by Mr. Garfinkel, and unanimously
carried.
INTRODUCTION – COUNCIL PRESIDENT NEIL
Chairman Anderson introduced Council President Neil, who stated that the Committee's work
originated from concerns expressed by Dover residents and business owners regarding recurring
quality-of-life issues affecting the community. He described those concerns as a "cry for help"
from citizens seeking additional tools to address behaviors associated with addiction, mental
illness, and other circumstances that continue to impact neighborhoods and local businesses.
Mr. Neil emphasized that the Committee's purpose was not to create a court intended to generate
municipal revenue. Rather, he stated that any Alderman's Court should provide an appropriate
legal framework through which individuals struggling with addiction, mental illness, and similar
challenges could be held accountable while also being connected with treatment and supportive

CITY OF DOVER PLANNING COMMISSION
July 20, 2026
The Meeting of the City of Dover Planning Commission was held on Monday, July 20, 2026, at
7:00 PM as an In-Person Meeting and also using the phone/videoconferencing system Webex.
The Meeting Session was conducted with Vice-Chairwoman Mrs. Denney presiding. Members
present were Mr. Lewis, Mr. Roach (virtual), Mrs. Maucher, Mr. Baldwin, Dr. Jones, Mrs.
Welsh, Mr. Reaves (virtual) and Mrs. Denney. Mr. Witham resigned from the Planning
Commission effective July 2, 2026 leaving one vacancy.
Staff members present were Mrs. Dawn Melson-Williams, Mr. Alex Dewey, and Mrs. Kristen
Mullaney.
APPROVAL OF AGENDA
Mrs. Maucher moved to approve the Agenda as presented, seconded by Mrs. Welsh and the
motion was carried 8-0 by voice vote.
APPROVAL OF MEETING MINUTES OF JUNE 15, 2026
Mrs. Welsh moved to approve the Planning Commission Meeting Minutes from June 15, 2026,
seconded by Mrs. Maucher and the motion was carried 8-0 by voice vote.

Mrs. Melson-Williams stated that the next Planning Commission regular meeting is scheduled
for Monday, August 17, 2026 at 7PM in the City Hall Council Chambers.
Mrs. Melson-Williams provided an update on the regular City Council and various Committee
meetings held on June 22 & 23, 2026 and July 13 & 14, 2026.

A Regular/Hybrid Meeting of the City of Dover Board of Adjustment was held on Wednesday,
July 15, 2026, at 9:04 A.M. in person in the City Council Chambers and using the
phone/videoconferencing system Webex. Members present were Mr. Wagner, Mr. Senato, Ms.
Brinkley, Mr. Albert “Bill” Holmes Jr. and Mr. Ronald Coburn.
Staff members present were City Solicitor Mr. Daniel Griffith, Mrs. Melson-Williams, Mrs.

Board hears two appeals of vacant building registration fees
The Construction and Property Maintenance Code Board of Appeals will hear two appeals of registration fees for vacant buildings under Section 22-403 of the city code. The board will decide whether to uphold or overturn the fees for two properties. The meeting is open to the public with virtual access via WebEx.

Avenue Ext.
Responding to Mr. Boggerty, Mr. England stated that there was minimal electricity and water
usage.
Responding to Mr. Neil, Mr. Kopp stated that there was no provision under the Vacant Building
Ordinance that would require them to check if the taxes or utilities were currently paid. He noted
that the information would be irrelevant to the proceedings for the Vacant Building Ordinance;
therefore, they do not have that information.
Responding to Mr. Neil, Mr. Kopp clarified that Ms. Mittens indicated that she was at the dwelling

The Regular City Council Meeting was held on July 13, 2026, at 6:45 p.m. with Council

William Faust, Jr., 136 Orchard Avenue, expressed concerns with the increase in gun violence
and asked if the ATF, Federal Marshals, or anyone else has been called in to assist. He
highlighted that there have been three (3) major shootings recently. He suggested reaching out to
Kent County Bayhealth to create a level one (1) trauma center sooner rather than later. He
expressed frustration to council that citizens' concerns have not been put on the agenda unless it
was something to do with damage control. Recently, there was an investigation between the
Police Department, FOP, Dr. Sudler, and Mr. Lewis, and he stated that the constituents deserved

CODE BOARD OF APPEALS
The Code Board of Appeals meeting was held on June 25, 2026, at 3:30 p.m., with Dr. Sudler
presiding. The members present were Dr. Pillsbury, Ms. Main (via Webex), and Mr. LeBoon. Staff
members present were Mr. Kopp, Mr. Miller, Ms. Wheeler, and Ms. Martin. Mr. Neil was absent.
ADOPTION OF AGENDA
Dr. Pillsbury moved for approval of the agenda, seconded by Mr. LeBoon, and unanimously
carried (Neil absent).
DOVER CODE ORDINANCE VIOLATION: (Chapter 22 – Buildings and Building
Regulations, Article X – Rental Dwellings, Division 1 – Generally, Section 22-232 –
Inspection Required - Appeal of Citation and Related Fines – 115 Stoney Drive
Mr. William Hertz, Jr. explained that he had received a letter that he needed to make an inspection,
which he had disagreed with, because he felt that the inspection was an invasion of privacy. He
questioned the inspection because the property was a rental unit and was told Code Enforcement
could come into the dwelling. He stated that even though he was against the inspection, he
scheduled the appointment. A Code Enforcement Officer came to the property for the appointment
but neither was himself or a representative was at the property for the inspection to take place. He
noted that he had talked to the officer and since no one (1) was at the property the inspection had
to be rescheduled. Unfortunately, he did not make the inspection a top priority and stated that he
