This is Mike. And this is AJ. Parks and Recreation is more than just parks and playground s. It's community centers where neighbors gather, fitness classes that promote healthy living, and programs that help children learn, grow, and build confidence. It's trails that encourage exploration, aquatic facilities that teach life-saving skills, and natural spaces that connect us with the environment. It's places like Warm Middle Springs Park and the Circle of Honor that preserve our history and create opportunities for reflection. From summer camps to special events and everyday recreation , North Park Parks and Recreation helps enhance the quality of life that residents enjoy every day. Our parks, programs, and people help make Northport a great place to call home. So today marks the completion of a project that reflects the dedication of many people who believe in creating a meaningful space to honor our veterans, active duty service members, and those who serve and will serve our country in the future. Military service shapes not only the individuals who serve, but also their families, their communities, and future generations. The values of duty, sacrifice, and commitment. Stay with me. Your service ends. Good evening. Today is Tuesday, July 7th of 2026 at 6 p.m. We're in the city chambers, and I call this city commission regular meeting to order. Includes a responsibility that the wildlife that calls this area home isn't left behind. Preserving land isn't about stopping growth, it's about guiding it. Smart planning should include protecting critical natural systems while also supporting a strong and growing local economy. As Northport continues to grow, preserving these areas will ensure that we remain a sustainable and resilient community . One where people, progress, and nature all have a place. The program is funded through the Environmental Protection Fund, using mitigation payments tied to development activity, as well as compliance fees collected for unauthorized tree removal or land clearing violations, along with grant opportunities, not taxpayer dollars. So as the city grows, a portion of the environmental impact from that growth gets put right back into protecting what's left. Growth funds conservation. It's a cycle designed to sustain itself. Natural systems like wetlands and floodplains are a big part of how Northport handles stormwater. They cut down on flooding, improve water quality, and support the native habitat that makes this place what it is. By protecting these areas, the city is investing in something that works quietly in the background, but shows up every time it rains. Northport is going to continue to grow. And it's programs like these that ensure growth doesn't come at the expense of what makes Northport worth living in . The natural spaces, the water, the wildlife, these things all have val …

Right now, we're getting a lot of new younger guys coming in that are excited about learning a new career or just coming in and, you know, getting their hands dirty. Through being a mechanic, I had a lot of nut and bolt science, so this really came naturally. I'm naturally into it. It's the kind of job where you're never doing the same thing twice. But it's been a great place to work. I've been here seven years, learned a lot, and still learning every day. One of the greatest things about the job is it's a lot of different career paths in the same job. We're never doing the same thing. A lot of it's plumbing, construction, grabbing a shovel, getting on a piece of equipment. Day to day, it's always different. Always keeps you busy, keeps you thinking. Yes. Thank you for joining me today on the job here with our utilities department at Lyft Station 113 now. I want to say two things we learned today. One, water is dry going in and wet going out. We also want to highlight the 2,000 plus hours it takes to get certified for our technicians in their profession. Most of them are done proactively and not state mandated. I will see you next time on the job. Bye. Good morning. Today is Monday, July 6, 2026. It's 10 a.m. We're in the city chambers and I call the city commission workshop meeting to order. Commissioners present are Commissioner Duvall, Commissioner Stokes, Mayor Enbridge, Vice Mayor Langdon and Commissioner Petro. There is a quorum present for this meeting. Also present ar …

Thank you. Robin San Vicente, member. Casey McGowan. Where's your band? I'm going to. And Stephon Kalin, board liaison. Very good. All right, let's stand for Pledge of Allegiance. Pledge of Allegiance to the flag of the United States of America and to the republic for which it stands, one nation, under God, indivisible, with liberty and justice for all. I can't even make a announcement about that. Hit the button because nobody hit it. Nobody hit it? Yeah. All right, so for all the board members, if you'd like to turn your mic on, and then don't touch it because it makes lots of noise. Yours isn't on either. Stick on if you need it. All right, public comment. There you go. Chuck English, in person. Good evening, everybody. Recently went before the Parks and Recreation Advisory Board and presented a proposal, planning to seed. And what it did is it relates to this piece of property here, which is a wetland that is just east of the Circle of Honor , which is on the left. The proposal is to incorporate that piece of property into the Circle of Honor footprint. Okay. There are several reasons why. One, it's the last vestiges of any form of natural habitat on city campus. Two, it is a unique and diversified ecosystem by virtue of the fact that it is native and, shall we say, what's the word I'm looking for? Undisturbed? No, biodiverse. The diversity is in fact that it's naturalized. Natural habitat and naturalized habitat. It also appears to be at the far right that wooded area is …

I don't see wasteful spending. I see a lot of proactive thinking way outside the box of what I thought a city does. I was already in love with Northport. I think everyone knows that. I got to meet the people who work here, their love for the community, how hard it is to run a whole city, the intricacies of it, and the why. It answers so many questions about the why things are done their way they're done. So it does. It empowers you to love where you live more and to get more involved. And I think the important message here is the confidence that I really feel now of the people running each of these departments. You know, they are running multimillion-dollar businesses all separately but coming together with tax dollars that come through. And that is by far not an easy task. Departments that we've been to seem to have improved with the growth in the city. So the mere fact that we've grown such a major amount, the department has grown, the staff has grown, the offerings have grown, and the need for involvement from the residents has also grown. I think Parks and Rec really showed up and did an amazing job. They had a bunch of staff people. They kind of brought us around, had different speakers. I think they take the prize for the best overall display. Places that I didn't think I would enjoy as much. Like, I didn't think I'd enjoy public works as much as I did. I loved it. And it seemed to me that there were the more questions that were asked. The Economic Development Council. …

6. It's 5:09. We are in the city chambers and I call the road and drainage district. Special meeting to order. Everybody's still here and I'm going to request a motion to approve the agenda. So moved. Second. I have a motion on the floor made by Commissioner Stokes, seconded by Vice Mayor to approve the agenda. There's nothing to that. Please vote. And that passes 5 to 0. City Clerk, public comment? Yassine Rosani. You can't hear me. Yassine Rosani. I own two Burger King properties in North port. My non-apalorum assessment has grown over 400% in 11 years at one location. I pay more than double in total taxes here than an identical Burger King I own in Charlotte County. Resolution 2026-R-23 sets not to exceed FY27 rates at 15% above FY26. Enhanced road from $73.42 to $84.43. Territory drainage from 106.21 to $122.14. The resolution recites that the methodology fairly proportioned assessments as required by relevant Florida legal standards. That same resolution describes resolution 2023-R-64 September 2023 as authorizing 15% annual increases without updating the methodology, sending first-class mail notices, or conducting special hearings. I asked the city attorney to confirm whether that bypass as described in the city's own resolution satisfies Florida Statute 197.36 32. The commission approved the Stantec plan in March 2023, projecting 0% increases starting FY27. Five months later in 2023, the commission adopted the 15% bypass, now being relied on to exceed that plan without …

The Chief of Fire and Rescue, utilities, all these, you know, administration, all these departments are absolutely, you want to meet the leaders. You can look into their eye and ask pertinent questions that are important to you so you understand where they're at, where they're going, what are their constraints, and how we can be as residents, try and give them the resources they need to provide the services that we're asking them to provide. I'm more in love with Northport than I've ever been. Hey Brandon, what are you listening to? Just listening to my CPR playlist. What's on that? Staying alive. I'm Zach, and this is Travis from Northport Fire Rescue. And I'm Brandon, and this is Brett from the Northport Aquatic Center. Did you know a lot of the songs that you listen to on a daily basis follow the beats of CPR? 100 to 120 beats per minute. CPR saves lives. Hey Northport, I'm here with Ryan from our Engineering Division in Public Works, and we're in an area that is experiencing some drainage concerns that were brought to us by some residents. So Ryan, what are some things you do when you get onto a scene like this to see what the issue may be? First thing we do is we start at the bottom of the system, the outfall, how it connects into the canal. Then we start working our way up. We go through the cross drains, the culverts, the under drains, and we look at every way the water flows downward. And we look for blockages, and we look for blockages, some dirt pileup, and even som …
