The Fergus Falls City Council held a Committee of the Whole meeting on Wednesday August 12,
2026 at 7:00 am in the City Council Chambers. Mayor Hicks called the meeting to order and the
following council members were in attendance: Kvamme, Leighton, Kremeier, Mortenson, Rachels,
Kilde, Fish and Job.
Earth Cam
Lisa Workman requested the city authorize the placement of an EarthCam at Spies Riverfront Park
to provide 24/7 live broadcasting (not audio) of Fergus Falls. EarthCam would provide a camera,
and software, while the city would be responsible for the cost of electricity, internet connectivity, and
installation. Park Region the donated the internet service and has agreed to cut their normal
installation rate in half for this project. Several council members cited privacy concerns, requested
adding contract language stating a replacement camera would be at the expense of EarthCam and
amending the pavilion usage contract to notify users cameras are in the area. A motion and second
were made by Fish and Kvamme to recommend the council approve the placement of an EarthCam
system on city property at Spies Riverfront Park and provide standard electricity and internet
connectivity and the motion carried with Leighton voting in opposition.

City Council Minutes
August 3, 2026
The Fergus Falls City Council held a regular meeting on Monday August 3, 2026, at 5:30 pm in the
City Council Chambers. Pastor Dale Hexum gave the invocation, and the Pledge of Allegiance was
recited. Mayor Hicks called the meeting to order, and the following council members were in
attendance: Kvamme, Leighton, Kremeier, Mortenson, Rachels, Kilde, Fish, and Job.
Approval of the Agenda
A motion and second were made by Leighton and Rachels approving the agenda with the addition of
the City Hall clock tower cupola (old business) and a request by Leighton to remove the engineering
task orders from the consent agenda and the motion carried.
Fergus Falls HRA Housing Study
Mary Bujold of Maxwell Research and Consulting presented an overview of the comprehensive
housing study conducted on behalf of the Fergus Falls HRA . The study reviewed current and
projected housing needs over various community demographics. Recommendations were made to
target housing projects on Stanton Avenue, the former Norgren property , and the Kirkbride campus
to address both current and future housing needs.
Visit Fergus Falls Update
The leadership of Visit Fergus Falls was recently extended to Ryan Tungseth and his team through
May of 2027. He reviewed their five focus markets:
• Lake country day trippers (those visiting the area to spend time in Fergus Falls)
• Event driven visitors (those attending events in FF stay longer) …

The Fergus Falls City Council met as a Committee of the Whole on July 29, 2026 at 7:00 am in the
City Council Chambers. Mayor Hicks called the meeting to order and the following council members
were in attendance: Job, Kvamme, Leighton, Kremeier, Mortenson, Rachels, Kilde and Fish.
Police Department Grants and Contracts
A motion and second were made by Leighton and Fish to recommend the council authorize the Fergus
Falls Police Department to act as the fiscal host for the Towards Zero Deaths (TZD) program and
authorize the submission of a Towards Zero Deaths Traffic Enforcement Grant to fund enforcement
activities from October 23, 2026-September 30, 2027, and the motion carried.
A motion and second were made by Leighton and Kilde to recommend the council approve entering
into a contract with WorkSTEPS to administer a physical agility test for new police department hires
and the motion carried.
A motion and second were made by Kilde and Rachels authorizing entering into a Joint Powers
Agreement between the Fergus Falls Police Department and the Minnesota Internet Crimes Against
Children Task Force and the motion carried.
Otter Express Update
Kayla Sullivan shared an update on the Otter Express transportation services. The city has historically

The Fergus Falls Planning Commission met in regular session on June 22, 2026, at 5:18 PM in the Council Chambers.
Present were Commissioners Ala Lysyk, Paul Vukonich, Wayne Schuett, and Justin Moen. Absent were Sander

Project Scope: Replace aging ductile iron water mains, clay pipe sanitary sewers and storm sewers;
replace all existing gate valves, fire hydrants and individual water and sewer lines; the
complete reconstruction of sidewalks, curb and gutter, driveway aprons and asphalt
roadway surface. Sidewalks may be added or connected as they best fit the area.
Estimated Project Cost: $2,787,850
