May we have the staff report, please? Good evening, Chair Stolten. Commissioners, members of the public, my name is Kevin McG ill, Associate Planner with the Community Development Department. Staff is presenting a continued item from the June 4th Planning Commission meeting with proposed amendments to the Edgewater Place Shopping Center. Master Sign Program for the Community Development Department. The project area includes Edgewater Place Shopping Center. Master Sign Program for the Community Development Department. The project area includes Edgewater Place Shopping Center. The corner of Edgewater Boulevard and Beach Park Boulevard. The north page is the project area. The project area includes Edgewater Place Shopping Center. The corner of Edgewater Boulevard and Beach Park Boulevard. The north page is the project area. The corner of Edgewater Boulevard and Beach Park Boulevard. The north page is the project area. The north page is Beach Park Boulevard, south Port Royal, to the east the Fox-Thing-Lagoon and to the west Edgewater Place Shopping Center. The edgewater place shopping center was originally built in the 1970s. The next page is the project area. Master Site Program for the Edgewater Shopping Center located at 901-399, Edgewater Boulevard, and finding that the project is exempt from California. The Environmental Equality Act, Section 15301. So next steps would be with the Planning Commission's action. The proposal is final. That's appealed to City Council, and the PO period is 10 calendar days following any action from the Planning Commission. All new signs for each individual tenant would be required to go through a sign review permit to ensure that they meet these conditions. This concludes the staff report. We are available for any questions you may have. Thank you, Kevin. Really appreciate it. I will open it up for public comment now. Are there any speaker slips or raised hands on Zoom? Cheers, Kevin. I see what I'm doing. So it's in the public hearing. Okay. Well, let's go back. First I'll open it up and see if the commissioners have any comments. Then we'll go to public hearing. I have no questions. Okay. So, who started this amendment? Is it the city? The owner of the shopping center or the tenants of the shopping center? So, it was originally the owner or the management of the shopping center. They were interested in doing the Taiwan sign. Once we started on that, we engaged with them to see if they'd be willing to update their website program since it's been a while since it was updated and there were some inconsistencies with how to implement it. And then the latest iteration came from a tenant specific suggestion. And what is the owner of the shopping center opinion about the size of the service? He is in favor of it and was supporting it. And then what is the owner of the shopping center opinion about the size of the service? He is in favor of it and was supporting it. And he was in favor of it. And what is the owner of the shopping center opinion about the size of the service? He is in favor of it and was supporting the size of the signs, the elimination, and overall appearances. He is in favor of the city of ours. Correct. And you want to jump in your own request? Originally, Taiwan was of the concerns. There was a potential concern about last-minute ads that would delay the localizers' sign program. But at the end, after we deliberated and after the deliber ation of last meeting, we consulted with him and he said this is the appropriate time to add it . And so that's why we kind of went through the exercise to find that percentage as well. So it was seen as a good opportunity to continue to add more flexibility to tenant signs on to the shopping center as a whole. So it was a good opportunity to add more flexibility to the planning commission. So it was a good opportunity to add more flexibility to the planning commission. So it was a good opportunity to add more flexibility to the planning commission. it would not need to go in front of Planning Commission for approval as long as they comply with the currently proposed Master's Time program in front of you today. It will be at that level so that they can skip all Planning Commission meetings. Okay, good, thank you. Great, hey, can we go back just really quickly to the slide with the stars on it for the spaces that this would apply to? Just want to check one thing. There we go. Okay, so A and C in building J could put the sign facing the parking lot. What if A -- I assume we'd be okay if A wanted to put it on the side of the building as well? Because it's not then facing Hedgewater. So the way that it was written is that it's on the store frontage. So I would consider the store frontage facing whatever their main entrance would be like. All right. That's my only question. So point of clarification. Are we opening up for public hearing or public comment? I'll open for both -- any other questions? Actually, Kevin, can you go to the next slide? Yeah. I mean, the last time I was not in favor of this percentage of size of sign based on the size of the wall. So for example, if I take a look at these two units, one with big rectangle and one with a smaller one. And if you put the sign in the center of each section, one could be big and one could be a lot smaller. That visually does not -- does not appear like it. So in the other -- there's another wall that, you know, you cut it in half because it's a tall wall. I think we're making it too complicated for a simple item. I would rather see, you know, one standard size for regular units and maybe medium size and large size that will be consistent to all the shopping centers. So it doesn't have to be that complicated. And that's my opinion. Any other comments? No. Vice Chair, can you agree? No. All right. I'm going to go ahead and see. How do we address the main part of our hearts request or miss? I'll try to offer an answer. As commissioners, we all have our positions and opinions. I would offer a counter that in this day and age when people's brand is so important, some degree of flexibility to present your brand in a manner that is befitting to your company is important. U.S. Bank, for example, does have a long, narrow brand, right? If we said everybody has to fit that type frame, either they have to have much smaller letters or they have to put their entire identity in one rectangle in one line. I think the ability to have more than one line and in a more compact space provides the flexibility necessary to present your brand in the way you want to present it. I think the ability to have more than one line is to have a lot of information. Any other comments? I'm sorry for comment. Kevin, great report. Thank you very much for putting this together. I know it's been a minute getting to this point, so I really appreciate all the work that you've done with the applicant to come up with this ordinance. It's my understanding that this also kind of mirrors Metro Center. Is that correct? Not necessarily. Metro Center, they have the raceways, so they're limited in their size based on the raceway of the connections. Right, but I mean, regardless of the illumination. Illumination, yeah. Yeah. And like I said, the Edgewater has pale illumination. Beach Bar Plaza has facelit illumination, so it's kind of mimicking both styles and combining them into one for the logo and one for the lettering. Excellent, thank you. Any other questions, comments, concerns from commissioners? No. Can I have a motion, please? I'd like to make a motion that the Planning Commission, that's the resolution of the committee, of the City of Foster City approving an amendment to the previously approved Edgewater Plaza Master Sign Program for the Edgewater Place Shopping Center located at 901-999, Edgewater Boulevard in neighborhood 8, and finding this project exempt from California Environmental Quality Control Act, under CEQA, under CEQA guidelines section 15301. I second. Uh, roll call, please. Commissioner Pedro? Commissioner, Commissioner Tarthani? Commissioner Tarthani? Vice Chair Pankrey? Chair Stofland? Motion passes 4100. Appeal language, please. All actions of the Planning Commission are appealable to the City Council within 10 calendar days of the day the action was taken. All appeals must be submitted in accordance with section 17 06.150, Appeal Procedure of Title 17 of the Foster City Municipal Code, copies available at the City Hall. The required appeal fee as adopted by the City Council must accompany an appeal to the City Council on the decision of the Planning Commission, or it will be considered incomplete. Uh, item number 6, new public hearing, none. Item 7, old business, none. Item number 8, new business, none. Item 9, study session, none. Item 10, community development department director report. Acting director, may we have your report, please? Just one thing to give everyone a heads up on, as you know we have the City section about the Waterfront ODDS. Staffan's been working on website and doing outreach, so we 'll be rolling that out. We'll be flyering and mailing it to all the property that's facing the water. And we will also be having a survey, and then next time we 'll come back to you with a City session on that item. Awesome. Look forward to it. Item number 11, statements and requests from the commission ers. Anything from anyone? Great meeting. Good job. Thanks, Chair. Short and sweet. A couple people for you. Where is it going? Anything? I think you need your statements. Thank you, Pat. Good meeting. Short and sweet. I was expecting even shorter. I'm not going to be good. Vice Chair. Happy summer. Vice Chair. I just want to like, you know, later. I had this question, like when the agenda is first published till the meeting, if there is any change, what is the mechanism of letting us know of change? And Ty clarified for me that if there is any change, she would let us know with highlights saying that this is the amendment done to the original agenda. So just for everybody to know. Great. Sorry, I have any comments on that. I have no comments to that. Kevin Gray report. Hi. And we are adjourned. Thanks, everybody. Good night. Thanks, everybody. Good night. Thanks, everybody. Good night.
