Opioid task force is operating in a recommendation status to the County
Executive.
The Committees will have a role with reviewing and approving the
applications to move forward to the Task Force.
We can assign higher priority to some applications as we see fit as
committees. We work together to approve the applications and reduce
duplication.
Projects accepted - must be able to report on the outcome of the project
with annual reporting to the Task Force.
The funds could continue for 15-18 years, but the amount will change.
Each committee needs to appoint a chair and co-chair.
Opioid Task Force will be posted on the Emergency Resources Website.
Task Force meets 4 times a year on the 1st Friday of the Month. February,
May, August and November.
An organization can submit an application even if on the task force
committee. Each organization gets one vote.
Meeting of each committee must be posted at least 24 hours in advance
and is open to the public - also must allow time for public comment.
Funds will be given as a reimbursement.
Arnold, Festus and Crystal City have all been given funding as well.

I. CALL TO ORDER
Prior to the Council Meeting County Executive Gannon stated that due to the bad
weather, if the sirens go off, we must evacuate the room and move downstairs. Mr.
Gannon provided everyone with instructions on where to go and how to get there and
said we would stay downstairs until the all-clear signal is given. If you notice someone
may need assistance, please consider offering help.
County Executive Dennis Gannon called the meeting to order at 6:33 p.m.
Shortly after the meeting was called to order, the emergency sirens sounded.

Council Member Billy Crow Jr. gave the Invocation.
The meeting was paused as we moved to the building’s shelter. At 7:37, an 'all clear'
was issued, and the group returned to the Assembly Room to resume the Council
meeting.

JEFFERSON COUNTY PLANNING AND ZONING COMMISSION
The regularly scheduled meeting of the Jefferson County Planning and Zoning Commission was
held on January 8, 2026 at 6:30 p.m. in the Assembly Room of the Jefferson County Administration Center,
729 Maple Street, Hillsboro Missouri.
The following members of the Commission were present

Rodney Wideman
Also present were Mitchell Bair, Director of County Services and Code Enforcement, Dennis Kehm
Jr., Deputy Director of County Services, Jason Cordes, Deputy County Counselor, Josh Jump, Planner II,
Elaine Roesch, Recording Secretary and Notary and other concerned citizens.
Commissioner Tuggle made a motion for approval of the agenda.
Commissioner Siebert seconded the motion. Motion carried with all in favor.
Commissioner Moenster made a motion for approval of the November 13, 2026 minutes.
Commissioner Ishmael seconded the motion. Motion carried with all in favor.
Mrs. Roesch swore in all witnesses who were to testify.
Mr. Kehm presented the following exhibits for all the petitions:

• Sirens Project Update: We currently have 40 poles in the ground. The system is still
not online. There have been communication issues with the system and antenna
placement. There is a change order going before the council. The antenna will be
moved from the EOC to the courthouse so that there will be a clear signal to the repeater.
