The minutes of the April 15 and May 13 meeting (no quorum) were reviewed and approved. Commissioner Jones moved for approval and Commissioner Charles seconded. Motion Passed
Financial Report
The financial report for June 10, 2026 was reviewed. This report includes the transactions for April and May, as well. Paul and Teri are working to confirm that all checks written from Ouachita Terminals have been received and deposited. Previous checks were mailed to an old GOPC address. The balance in the accounts is as follows:

We have an invoice from Lazenby & Associates for $495.00 Commissioner Jones moved to approve payment. Commissioner Odom seconded.

Chairman Guillot will take care of setting up the new account. Once it is set up, the old account at First Horizon will be closed and the funds transferred to the new account at OIB. The minutes of the March 11th meeting were reviewed. Commissioner Odom moved for approval and Commissioner Charles seconded. Motion Passed
Financial Report
The financial report for April 15, 2026 was not available yet, however, it will be reviewed at the May meeting. Paul and Teri are following up on deposits from Ouachita Terminals. It appears that the checks were mailed to the wrong address.
Josh Hays said the deposit from FP&C should be deposited into the FP&C bank account.
Chairman Guillot reported that he is working to move the GOPC accounts to Origin Bank. We will need to have three signatories on the account for any check over $1500. Chairman Guillot will take care of setting up the new account.
Meeting with Hugg and Hall and Taylor Manufacturing Company
Dan Sills with Hugg and Hall reviewed the situation with the tariff added to the parts for the GOPC Container Handler. The tariff increased the cost of the Container Handler by $45,000. Commissioner Nicholson Moved that the financial report be approved as presented. and Commissioner Odom seconded. Motion Passed.
Chairman Guillot reported that we need to move our Horizon Bank account and open a general account at Origin Bank. We will need to have three signatories on the account for any check over $1500. Chairman Guillot will take care of setting up the new account.
Josh Hays will review the budget for Facility Planning and Control and will provide them with the last information they need to send the final payment. FP&C would like to do an ACH transfer. The GOPC will issue a check for $573,000 for final payment for the container handler.

Paul reported that the Container Handler was set up. He had no new report for the port.

Commissioner Nicholson Moved that the financial report be approved as presented. and Commissioner Charles seconded. Motion Passed
With the sale of the crane for $500,000, Chairman Guillot reported that we have paid off the loan for $310,000 for the container handler. We do have a bill for loan processing that we will need to pay, as well. In addition, Josh presented two bills from Lazenby $ Associates related to the container handler. The first was for $3713.80 dated February 3 and the second was $825 dated January 9.
Construction & Operation Report
Paul said the Container Handler arrived and has been put together. They have had a few issues , which they are working to resolve. The bill for the container handler was 45,255 more than we expected. This was a tariff that was passed entirely to the port to pay. Chairman Guillot w …

Chairman Guillot asked that we poll our absent Commission members and ask their concurrence to pay a $1500 bill for the Louisiana Port Association dues. The second was $600.00 to Lazenby and Associates for work associated with the purchase of the new container handler. GOPC Commissioner Charles made the motion to approve, and Commissioner Nicholson seconded to approve the payment.
Commissioner Guillot provided an update on the loan for the purchase of the container handler.
At our last meeting, we approved using Origin Bank for the loan of $310,000 to match the
$600,000 provided by the Louisiana Port Priority Program. Ricky reported that our banker at
Origin Bank will be Larry Millitello. We are asking for an asset-based loan. Once we sell the
crane, we will use the proceeds to pay off the container …
