BOARD OF COMMISSIONERS MINUTES
FROM THE MEETING OF MARCH 18, 2026
ROLL CALL
PRESENT: The meeting was called to order at 1:15 PM by Chairman Robert Vosbein, Jr.
The Commissioners present were Commissioner Robert Vosbein, Jr.; Commissioners Daniel
“Beckett” Becnel, Matt Bowers, Tommy Cvitanovich, Courtney Guastella, and Cedric
Richmond. Commissioner Derrick “Digger” Earles was absent. A quorum is confirmed.
I. APPROVAL OF THE MINUTES OF THE FEBRUARY 25, 2025, MEETING
Following the Pledge of Allegiance , Chairman Vosbein made his opening remarks,
which included a thank you to Commissioner John Condos, who was moving from the LSED
Board to the LSU Board of Supervisors. Commissioner Condos was thanked for his service
to the LSED. Governor Landry has appointed Courtney Guastella to serve as an LSED
Commissioner. She brings an excellent background in governmental service to the Board.
LSED Legal Counsel then administered the Oath of Office to Commissioner Guastella so that
she could begin her service on the LSED Board.
On motion of Commissioner Richmond, seconded by Commissioner Cvitanovich, the
Minutes from the February 25, 2026, LSED Board Meeting were officially adopted.
II. ASM/SMG REPORT (INCLUDING OPERATIONS)
Evan Holmes began the ASM global report by noting: the immediate success of the
Savannah Bananas; the close monitoring of the Hotel Occupancy Tax; controls in place to

were Commissioners Daniel “Beckett” Becnel, Matt Bowers, Cedric Richmond , Derrick
“Digger” Earles, and Tommy Cvitanovich. Absent were Chairman Robert A. Vosbein, Jr. and
John Condos. A quorum is confirmed.
I. APPROVAL OF THE MINUTES OF THE FEBRUARY 25, 2026, MEETING
Following the Pledge of Allegiance, with brief opening remarks by the Vice Chair, on
motion by Commissioner Richmond, seconded by Commissioner Earles, the Minutes of the
January 15, 2026, LSED Board Meeting were adopted.
II. ASM/SMG REPORT (INCLUDING OPERATIONS)
Evan Holmes then began the ASM /Legends report, which included: comments on
additional security measures for Superdome events; congratulations to the Security Team,
noting the performance by Farow Bouton, Jeff Powell, Laurie Ducros, and the whole Team.
Mr. Holmes’ comments included ramping up for Stadium events such as Monster Jam; the
Mardi Gras events; the Savannah Bananas; and the Honda Rodeo. Smoothie King Center
events will include several Pelicans games and other regularly-scheduled activities and events.
Mr. Holmes thanked Jessica T rabeaux for her assistance in auditing and financial controls.
The hotel occupancy tax is down a bit but should rebound relative to the LSED’s budget. He

PRESENT: The Chairman called the meeting to order. Present were Commissioners Robert
Vosbein, Jr., Chairman; Commissioners Daniel “Beckett” Becnel, Matt Bowers, John Condos,
Tommy Cvitanovich, Cedric Richmond, and Derrick “Digger” Earles. A quorum is confirmed.
I. APPROVAL OF THE MINUTES OF THE NOVEMBER 20, 2025, MEETING
Following the Pledge of Allegiance and opening remarks by Chairman Vosbein, on
motion of Commissioner Cvitanovich, seconded by Commissioner Condos, the Minutes of the
November 20, 2025, LSED Board Meeting were adopted.
II. ASM/SMG REPORT (INCLUDING OPERATIONS)
Evan Holmes began the ASM report by providing a summary of the calendar year and
events. He focused on budget-related matters, including the hotel occupancy tax running a bit
behind the 3-year rolling average. However, major events such as Mardi Gras and Jazz Fest
remain to support an uptick in hotel tax collections. The event traffic at both facilities
continues to over-perform. Jessica Trabeaux, Finance Director, will provide additional details.
Evan Holmes then moved on to operational structure to both introduce and recognize
