The Sagaponack Board of Trustees swore in the newly elected mayor and trustees, then voted on the mayor's appointment of a Deputy Mayor. A Special M eeting of the Board of Trustees o f the Village of Sagaponack
was held at 10: 0 0 a .m. on Friday , May 29 , 202 6 at 3175 Montauk Highway ,
Sagaponack, NY for the purpose of closing the fiscal affairs of the Village for
20 2 5-26 via both Zoom and in house .
The meeting was called to order by Deputy Mayor William Barbour with a
pledge of allegiance to the flag. P rese nt at Village Hall were Trustee s Carrie
Crowley , Mark Landis and David McMillian . Also present was Village Clerk -
Treasurer Rosemarie Cary Winchell . Absent was Mayor William Tillotson and
Village Attorney Brian Egan

Budget Transfers
The Board reviewed the proposed budget transfers.
Ms. Winchell noted that where possible, she tries to transfer funds within
departments so it does not affect the bottom line for each department.
A motion was offered by Trustee Landis and seconded by Trustee Crow ley
to approve the budget transfers dated May 29, 2026 .
The resolution was approved unanimously.
Resolution for Deputy Clerk stipend
Trustee Landis made a motion to approve the following resolution for a
stipend for Deputy Clerk Abbie Dermody for her work on the Village Newsletter
and the New Village Website which was seconded by Trustee Crowley. It was
approved unanimously.

A meeting of the Architectural and Historic Review Board of the Village of Sagaponack was held at 12:00 p.m.
on Monday, March 23, 2026 at 3175 Montauk Highway, Sagaponack, N.Y. in house and via Zoom.
The meeting was called to order by Vice Chairman Tony Woods with a flag salute. Also present at Village Hall
were Board Members Emily Blume, Alicia Goldstein, Kathryn Berry and alternate member Alexandra Toscano
as well as Village Attorney Janine Rayano, Village Building Inspector John Woudsma, Village Secretary
Patricia Arancio Remkus and Deputy Clerk Abbie Dermody.
Absent was Chairperson Meagan Ouderkirk.
CHANGE OF MAY MEETING DATE
Vice Chairperson Woods stated that the regularly scheduled May meeting date falls on Memorial Day. The
Board has changed the meeting date to May 18, 2026. Vice Chairperson Woods offered a motion to approve

A duly held meeting of the Board of Trustees was held at 3:00 P.M. on Wednesday,
March 18, 2026.
The meeting was conducted in house and via teleconference and was called to order
by Mayor William Tillotson with a pledge of allegiance to the flag. Also present at Village
Hall were Deputy Mayor William Barbour, Trustees Carrie Thayer Crowley, Mark Landis
and David McMillan, Jr., Village Clerk/Treasurer Rosemarie Cary Winchell and Village
Attorney Brian Egan. Village Engineer Matt Jedlicka attended via Zoom.
Absent was Village Planner Rich Warren.
PUBLIC HEARING
Local Law #1 of 2026 Entitled a Local Law Amending Village Code §119-5 (B) (4)
Regarding Exterior Lighting
Mayor Tillotson opened the Public Hearing for Local Law #1 of 2026 Entitled a Local
Law Amending Village Code §119-5 (B) (4) regarding Exterior Lighting and asked if there
were any comments from the public.
Deborah Loeffler who lives at 245 Narrow Lane East stated she is opposed to the
proposed local law. Ms. Loeffler added the distance from her driveway to her home is
approximately 85 feet and to navigate that walk in the dark would be dangerous. Further, she
has grandchildren who visit in the summer and not having lights on outside at night is a
concern.

MINUTES OF THE MONTHLY
MEETING OF THE BOARD OF TRUSTEES
OF THE VILLAGE OF SAGAPONACK
February 18, 2026
A duly held meeting of the Board of Trustees was held at 3:00 P.M. on Wednesday,
February 18, 2026.
The meeting was conducted in house and via teleconference and was called to order
by Mayor William Tillotson with a pledge of allegiance to the flag. Also present at Village
Hall were Deputy Mayor William Barbour, Trustees Carrie Thayer Crowley, Mark Landis
and David McMillan, Jr., Village Clerk/Treasurer Rosemarie Cary Winchell and Village
Attorney Brian Egan. Village Engineer Kevin Peterman attended via Zoom. Village Planner
Rich Warren was absent.

Village Engineer, Kevin Peterman, stated he reviewed the revised materials which
were prepared by Araiys Design. Mr. Peterman noted the applicant has sufficiently addressed
his previous comments which included providing further information on the proposed berms
located on the east and west sides of the property as well as providing more detail of the
drainage for the sunken terrace. He noted that t he applicant labeled the berms with contour
elevations and has indicated that the creation of the berms will serve to minimize the amou

The Architectural and Historic Review Board will continue the public hearing on the 490 Sagaponack LLC proposal for a two‑story, single‑family dwelling with a finished basement, pool house and garage at 490 Sagg Main Street. PRESENTATION
SAGG POND
Molly Graffam of Cornell Cooperative Extension of Suffolk County made a
presentation titled Restoring the Health of Sagg Pond: Research and Remediation. Ms.
Graffam noted there are four aspects of their remediation: 1.) Groundwater and surface water
quality monitoring as part of long-term monitoring plan, 2.) Pilot and full-scale groundwater
remediation using Permeable Reactive Barriers (PRB’s), 3.) Facilitating and conducting
laboratory research to inform future work and 4.) outreach and education to stakeholders and
community members. Ms. Graffam shared a slide displaying the Sagaponack Subwatershed
which spans across Bridgehampton and the Village of Sagaponack and noted that the map
shows the travel time of nitrogen in the groundwater, which is
