Transferring Luis Casillas and Isaac Ibarra to other divisions in the department is not justice. The family, along with many other Santa Ana residents, want Luis Casillas and Isaac Ibarra fired from SAPD. We are here to demand a timely independent investigation into the police killing of Noe Rodriguez. It's been over a year and a half since No e was killed by Santa Ana PD officers Luis Casillas and Isaac Ibarra. Noe was suffering a mental health crisis, but not threatening or harming anyone when police swerved towards him, drew their handguns , and gave three English commands and fired 29 bullets at Noe. Casillas fired upon Noe 18 times and then claimed that Noe was waving around a shotgun threatening people. Both Casillas and Ibar ra's own body cameras contradict those claims and their claims about how many times they shot at Noe. In the body cam we see Noe standing motionless. Deputy Coroner Austin D. Tassi confirmed 16 bullet wounds on Noe's body, including wounds to his legs, his arms, his chest, his back, and his face. New records show that the so-called replica firearm that Noe was carrying was a plastic toy.
