August 3, 2026
President Chad Hysjulien called the August 3, 2026 special meeting to order at 4:06 P.M. The following
Council Members were present: Darren LeRohl, Jesse Weyrauch, and Kris Halvorson. Mayor Marlin
Ranum, Council Members Randy Jarmin, and George Littlecreek were absent. Others in attendance were
Stanley City Auditor, Ada Arneson; Planning and Zoning Administrator, Amanda Dennis; Chief of Police

COMMERCIAL CLUB – REQUEST FOR STREET CLOSURE
Motion made by Weyrauch, seconded by LeRohl, to approve the request from the Stanley Commercial
Club to close 1st Ave SE from Main Street to 1st St SE (from Bravera Bank to Prairie Home Furnishings) on
August 6, 2026 from 7:00 A.M. to 7:00 P.M. for Crazy Days. All present voted yes. Motion carried.
2027 PRELIMINARY BUDGET
Joan Hollekim, Stanley City Administrative Assistant, explained the 2027 Preliminary Budget to the
Council. The Council did not make any changes to the proposed Preliminary Budget as presented except
for adjustments to reflect using revenues from Legacy Earnings Highway (Fund 23) for Capital
Improvement Project 3 Schedule B (Fund 71) in the year 2026 and reducing the 2026 anticipated

Mayor Marlin Ranum called the July 14, 2026, reorganization and regular meeting to order at 7:00 P.M.
The following Council Members were present: Darren LeRohl, Jesse Weyrauch, Kris Halvorson, Randy
Jarmin, George Littlecreek (via Teams), and Chad Hysjulien. Others in attendance were City Auditor, Ada

Works Director, David Brown; City Attorney, Ryan Sandberg from Pringle & Herigstad Law Firm; Stanley

Darren LeRohl, Jesse Weyrauch, and Kris Halvorson were sworn in under the Oath of Office for the
duties as council members for the term 2026 – 2030 effective July 1, 2026.

June 22, 2026
Mayor Marlin Ranum called the June 2 2, 2026 , public hearing meeting to order at 5:00 P.M. The
following Council Members were present: Ty Taylor, Randy Jarmin, and Chad Hysjulien via cellphone .
Council members Darren LeRohl, Jesse Weyrauch, and George Littlecreek were absent. Others in
attendance were City Auditor, Ada Arneson ; Planning and Zoning Administrator, Amanda Dennis ;
Stanley City Administrative Assistant, Joan Hollekim , Chief of Police, Samuel Pesik ; and Megan Hogue
from Pringle & Herigstad Law Firm.
5:00 P.M. – PUBLIC HEARING – VACATING ALLEYWAY
A public hearing was held to take comments on the petition for vacation of a portion of alley beginning
at the NE corner of Lot 1, Block 1 of Flatt Addition to the City of Stanley, east 20’, south 50’, west 20’ ,
north 50’ to point of beginning. Both Tracey Jarmin and Michael Reep were present. Mr. Jarmin spoke
that he had received easements from all the utilities that had signed off to vacate the alleyway.
No one appeared opposing the vacating of alleyway. Mayor Ranum stated that the hearing was held for
public comment and that no action would be taken tonight. For the special council meeting tomorrow,
Tuesday, June 23, 2026, a decision would be made at that time.

Public hearing was held on the po ssibility of abolishing the municipal court system and transitioning
from municipal court system to the district court system. Megan Hogue with Pringle & Herigstad
explained that the North Dakota Supreme Court has adopted several rules to implement the provisions
of HB 1032 and to adjust the procedures to account for municipal courts becoming courts of record ,
effective July 1, 2026. Attorney Hogue noted that the City Council will need to make a decision at their
upcoming regular council meeting to determine if they will adopt these new rules.

Improvement Project Phase 4 (CIP4).
During the public input meeting held on April 14, 2026, Brosz Engineering was tasked with including the
7th Ave SE project within the existing proposed scope, which involves the replacement and/or
rehabilitation of aging and failing sanitary sewer and water lines , as well as street improvements
between by 3rd Ave SE to the north and 6 th Ave SE/Hwy 8 to the south and S Main St to the west and 3 rd

CONTINUATION OF TAX EQUALIZATION
Assessor, Amanda Dennis, continued her report from last week’s regular council meeting held on April 14,
2026.
City Assessor Dennis gave an overview of last week’s meeting, explaining the equalization from last week.
The first appeal was from Cass Oil Company, owner of Parcel #61-0094408, also known as Circle K. After
evaluating the property, Assessor Dennis adjusted the valuation, reducing it by $148,400, as the car wash
equipment and vacuum station are classified as personal property by the State of N orth Dakota.
Regarding the valuation appeal , the council disagreed with the assessment provided by the state tax
director’s office, which classified the equipment as personal property. The garage is intended to be used
as a profit center due to the equipment located both inside and outside. Motion by Weyrauch, seconded
by Jarmin, to deny the appeal for Cass Oil Company and to uphold the original assessment amount. ON

MINUTES OF THE STANLEY CITY COUNCIL
March 10, 2026
Mayor Marlin Ranum called the March 10, 2026, regular meeting to order at 7:00 P.M. The following
Council Members were present: Jesse Weyrauch (via Teams), Ty Taylor, Randy Jarmin and George
Littlecreek. Council Members Darren LeRohl and Chad Hysjulien were absent. Others in attendance were
City Auditor, Ada Arneson; Planning and Zoning Administrator, Amanda Dennis; Chief of Police, Samuel
Pesik; Public Works Director, David Brown; City Attorney, Ryan Sandberg from Pringle & Herigstad Law
Firm; Stanley City Administrative Assistant, Joan Hollekim and City Engineer, Patrick Carabello with Brosz
Engineering.
MINUTES
Motion made by Taylor, seconded by Littlecreek, to approve the minutes of February 10, 2026, regular
meeting. All present voted yes. Motion carried.
PLANNING AND ZONING RECOMMENDATIONS
Todd Heidbreder, Chairman of the Planning & Zoning Commission, presented the P&Z Commission
report to the City Council.
STRIP ANNEXATION/JOHN RIAN ADDITION
Chairman Heidbreder informed the Council the P&Z Commission went on record opposing the exclusion
of John Rian Phase 4 & 5 from the incorporated limits of the City of Stanley. Chairman Heidbreder stated
after the last Council meeting, research was conducted on the strip annexation that connects John Rian
Phase 4 to Wildflower Ranch Subdivision in Section 17 making this property contiguous to th …

7:00 PM – CITY ASSESSOR – ELECTRIC PROPERTIES LLC ABATEMENT
City Assessor, Amanda Dennis, presented an abatement for Parcel #61-0013100 for property owned by
Electric Properties LLC (Jordon Kannianen). City Assessor Dennis is recommending removal of the
structure true and full value of $158,000 for the months of March-December 2025 as the property
burned down in late February 2025. The land true and full value of $17,500 and special assessments will
remain on the property.
Motion made by Weyrauch, seconded by Taylor, to approve the abatement for Parcel #61-0013100 as
recommended by City Assessor Dennis. ON ROLL CALL VOTE, the following Council Members voted
“AYE”: LeRohl, Weyrauch, Taylor, Jarmin, Littlecreek and Hysjulien; and no “NAYS”. Motion carried.
