BOARD OF PUBLIC WORKS & SAFETY July 2, 2026 10:30 A.M. REGULAR SESSION The Board of Public Works & Safety of the City of Warsaw met in Regular Session on Thursday July 2, 2026 at 10:30 A.M. in the temporary Council Chambers at the Police Department Training Center. Mayor Jeff R. Grose presided, and the following persons were noted as present or absent: PRESENT: Board members George Clemens, Diane Quance, and Mayor Grose. Also present Clerk- Treasurer Lynne Christiansen, City Attorney Scott Reust, Community and Economic Development Director Jeremy Skinner, WWTU Manager Brian Davison, Director of Public Works Dustin Dillon, Parks Recreation Stephanie Schaefer, Human Resources Generalist Montana Gardner, City Planner Justin Taylor, and Times-Union reporter David Slone. The meeting was also presented live over the City’s website at https://www.warsaw.in.gov. ABSENT: None noted. The meeting was called to order by Mayor Grose followed by the Pledge of Allegiance. MINUTES- The minutes from the June 19, 2026 Regular Session were presented for approval. New Business Resolution 2026-06-02: OIRI Innovation Development District- Skinner explained that approval of the resolution would set aside $350,000 for the establishment of an Innovation Development District (IDD). He stated that approving the resolution is the first step required to secure state funding. Once approved, the resolution will be submitted to the state for consideration. If the state approves the request, the funds will be distributed to OrthoWorx. The City and County would then work together to establish a committee to guide the planning and development of the Innovation Development District. Thallemer asked Skinner to explain what an Innovation Development District (IDD) is. Skinner stated that the state created the IDD program approximately five years ago and has approved only one district to date. There will be a geo grid installed for reinforcement 12” down in the soil with a #53 stone base on top of that. May 8, 2026 The Cemetery Board meet on Thursday May 7, 2026, at 5:00pm Members present: Ken Locke, Max Mock, Sexton Hal Heagy. Absent: C.C Jerry Frush, Don Guthrie, Ellen Hoffer (Minutes done by Ellen) Guests: Mayor Grose, Jackie Gorski of Times Union, and Howard Kistler. Minutes of the previous meeting were approved as read. Under Old Business: The landscaping has been completed at the Police Department. Development of the Parson Farm is in the stripping and soil stages. A block wall and landscaping have been completed back at the shop. The chain link fence on the lake road has been taken out. There are no plans to replace it at present time. Under New Business: There were thirty-six foundations poured. They are preparing for the Memorial Day celebration to be held on May 25th. Hal also told the Board this years Cemetery walk will be held on June 27th from 1pm- 4pm, with a rain date of June 28th. They will be reseeding the grass at Fire Station #15. The new Exmark mower has been delivered. They will be starting the garden once we are past the frost issues. There were sixteen deeds, twenty-three burials, nineteen lots sold and one buy back, three deed transfers. Warsaw Traffic Safety Commission Wednesday, May 6, 2026 1:00 P.M. Ascheduled meeting of the Warsaw Traffic Safety Commission was held on Wednesday, May 6, 2026, at 1:00 p.m. in the Warsaw Police Department Training Center. Voting members in attendance were Captain Joel Beam, Captain Brad Kellar, Cindy Dobbins, Justin Taylor, Mark Fick, Jack Wilhite, and Dustin Dillon. Connie Fribley and Jason Brown were not present. Additionally, in attendance were Lance Grubbs, Jeff Grose, Chief Scott Whitaker, Jeremy Skinner, and Mike Klondaris. The member of the media was David Slone, Times Union. Lance Grubbs called the meeting to order. ORAL OR WRITTEN COMMUNICATIONS The minutes of the March 4, 2026, meeting were approved. The motion was made by Cindy Dobbins and seconded by Jack Wilhite. UNFINISHED BUSINESS Lance Grubbs started the meeting by saying there were several items of unfinished business that were going to be mentioned but they will be tabled and put on the agenda for next month. NEW BUSINESS E-Bike Ordinance - Justin Taylor — Justin began by thanking the board for considering this ordinance and putting it on the agenda. He continues by saying this E-bike Ordinance comes at the recommendation of the Ride+Walk Advisory Commission. The Ride+Walk Advisory Commission consists of 30 members currently. Justin went on to say he would like to mention some of the members that have put a lot of time and effort into this commission. COMMON COUNCIL REGULAR SESSION May 4, 2026 7:00 P.M. The Common Council of the City of Warsaw met in a Regular Session on Monday, May 4, 2026 at 7:00 p.m. in the temporary Council Chambers at the Police Department Training Center. Mayor Jeff R. April 13, 2026, Minutes – Klondaris made a motion to approve the April 13, 2026, meeting minutes as presented. Curl seconded the motion. The motion carried unanimously. New Business Excess Assessed Value Letter- Skinner explained that each year, prior to June 15, the Commission is required to notify the county regarding the pass-through of any excess TIF funds. This acknowledgment states that the Commission is not passing through any excess TIF. Once approved, the letter will be sent to all overlapping tax agencies. Thallemer made a motion to approve the excess assessed value letter. Wilhite seconded the motion. The motion carried unanimously. Lease Amendment for Warsaw Chemical- Skinner reported that the City purchased the Warsaw Chemical property and that the proposed lease amendment accomplishes two objectives: (1) terminates the tenant's use of the south portion of the property, and (2) establishes a six- month lease agreement for the north portion of the property. The lease rate will be $1,000 per month, in addition to any utility and maintenance costs associated with the property. BOARD OF ZONING APPEALS MINUTES Aprit 27, 2026 The Warsaw Board of Zoning Appeals met for a regular session on Monday, April 27, 2026 at 7:00 p.m. at the City of Warsaw Police Department Training Garage located at 2225 E Ft. Wayne St., Warsaw, Indiana. The following members were present or excused: PRESENT: Leah Parker (Assistant City Planner) Rick Keeven, Duane Huffer, Zach Tucker, Tammy Dalton, Max Maile, Amber Utter (Recording Secretary). ABSENT: Scott Reust CALL TO ORDER: Dalton called the meeting to order. APPROVAL OF MINUTES The minutes of the regular session held on March 23, 2026 , were presented for approval. Keeven made a motion to approve the minutes, seconded by Huffer. The minutes were approved unanimously. UNFINISHED BUSINESS NONE NEW BUSINESS CHRISTOPHER EBERHARDT -2320 Hidden Lake Road- To allow an 8 ft fence in a zone where a 6ft fence is law- Leah Parker, the Assistant City Planner stated the petitioner filed for a variance from development standards to allow an eight (8) foot fence in a C-2 zoning district wherein the fence is not to exceed six (6) feet in height. There are two (2) fences being installed: the first is the dumpster enclosure as required by the City of Warsaw which would be eight (8) feet and the second is fencing that surrounds the storage area.
