Village of Westville – Treasurer’s Report to the Board of Trustees
August 12, 2026 (Covering July 2026 financial activity)
Key Highlights
Village-wide cash increased by $32,765.31 during July, ending the month at roughly $3 million. Through
the first three months of FY2027, revenues have exceeded expenses by $266,725.78 across all funds.
Waterworks Fund Liquidity
Waterworks cash decreased from $118,330.69 at June 30 to $42,124.69 at July 31; however,
approximately $200,000.00 of receipts are currently awaiting transfer from the Gas Fund. Although the
Waterworks Fund is currently reporting a year-to-date operating surplus, I continue to recommend
caution with discretionary spending due to large upcoming expenditures.
FY2026 Audit Update
The FY2026 audit package has been completed and submitted to Crowder CPAs, including the Village’s
QuickBooks backups and supporting audit documentation.
In preparing the FY2026 books, I used the FY2025 final audit balances and adjusting entries as a guide to
improve consistency in areas such as Public Works allocations, interfund balances, and year-end
account classifications. Crowder will make any additional audit or financial statement adjustments they
determine are necessary as their review progresses.
This completes the Village’s internal FY2026 pre-audit work, and I will respond to any additional
requests from Crowder as they begin their review.

even aŌer citaƟons. Property owners are being invoiced as well as fined for this, however the increased Ɵme away from other
issues for public works employees is creaƟng a back log of work orders especially since summer help is now gone. I believe we
may need to explore other soluƟons for the future.

Key Highlights
June was a strong month for the Village’s cash position. Village-wide cash increased by
$198,785.50 during the month, and revenues exceeded expenses by $161,349.30 across all funds.
Village cash at June 30, 2026 was approximately $2.96 million.
Waterworks Fund Liquidity
The Waterworks Fund improved from $39,617.23 to $118,330.69 at June 30. This is a meaningful
improvement; however, the fund still has a limited cash cushion at approximately 1.5 months of
operating cash. I continue to recommend pausing unnecessary or discretionary Waterworks Fund
spending, and any large expenditures not already obligated should continue to be evaluated later in
the fiscal year.
FY2025 Audit Update
The FY2025 audit has been completed and filed with the State. Crowder CPAs has also submitted
the Village’s GATA audit packages through FY2025. This is a major step forward in bringing the
Village’s financial reporting current.
The audit report issued an unmodified, or “clean” opinion on the Village’s modified cash-basis
financial statements. In plain terms, the auditors concluded that the financial statements fairly
present the Village’s financial position under the accounting basis used for the report. The main
takeaway from the audit is that the Village is stable overall, but the utility funds require continued

improvements at one time to utilize the full grant amount. He noted that his recent improvements, including a new roof
and flag installation, did not exceed the maximum grant amount and stated that the flag had been a positive addition to
the community.

Key Highlights
May was a stable first month of the fiscal year. Village-wide cash increased by approximately $47,800
during the month, and total revenues exceeded total expenses by approximately $70,700 across all
funds.
The General Fund, Gas Fund, Waterworks Fund, and WWDZ Fund all reported positive monthly
operating results. The Police Fund showed a deficit due to the squad car purchase, which is a known
capital item rather than a recurring operating issue.
Waterworks Fund Liquidity
The Waterworks Fund had a positive month operationally; however, its cash balance remains low at
approximately $39,600, or about half a month of operating cash. The fund has upcoming obligations,
including water tower maintenance contract costs. Currently, I recommend pausing unnecessary or
discretionary Waterworks Fund spending until additional months of activity are available and cash reserves
improve. Any large Waterworks Fund expenditures that have not already been obligated should be deferred
and re-evaluated later in the fiscal year.
Audit Status
The FY2025 audit remains in the fieldwork phase. Crowder CPAs has had a staƯing transition, and Tammy
Battle is now the primary audit contact. Tammy has prior municipal audit experience and familiarity with

Oakwood PD, Hoopeston PD, and Rossville PD also parƟcipated in this project.
