Honorable Mayor and Councilmembers,
At the work session the majority decided to not advance the annexation charter amendment for
referendum. I think there's enough value here to have a look at a modified version. Deputy Mayor
Teuchert noted a concern about enclaves, and Mayor Sladek noted a concern about tying this to the
Rural Boundary.
I met with Mr. Vose and Mr. Cobb, and from our discussion he drafted a modified version of the
amendment which adds the language:
Any ordinance annexing real property lying within the Seminole County Charter’s Rural Area as it existed
on July 4, 2026, into the territorial boundaries of the City of Oviedo must be approved by an affirmative
vote of not less than four (4) members of the City Council.
This way the Rural Area is referenced, but if the Rural Area's boundaries are modified or struck down by
the legislature, the reference to the boundary on a past date will provide another layer of protection
against this provision of our charter being made invalid.
The majority had kind of said that it wasn't interested in fixing this now, but I do know that sometimes it's
different when there's actual language to look at, rather than having to hash it out in a meeting.

Property Appraiser David Johnson provided a presentation from the Property Appraisers
Office.
Assistant Finance Director Kelly Jones provided a presentation with additional impacts to

revenue recovery measures such as 100% cost recovery for administrative fees
and ambulance fees; millage rate adjustment; establishing a Fire District Fee;
