Planning Commission Special Meeting
Planning Commission to review draft affordable housing incentive program
The Clyde Hill Planning Commission will review draft amendments to the municipal code that would create an affordable housing incentive program in the R-1 Residential District. The program offers development standard modifications (increased lot coverage, reduced setbacks, taller accessory structures) in exchange for constructing an on-site accessory dwelling unit or paying a $400,000 fee in lieu. The commission will provide initial feedback and schedule a public hearing. The agenda also includes approval of the May 28, 2026 minutes and public comments.
- New CHMC 17.16.095 would allow R-1 property owners to opt into the program by building an ADU (at least 500 sq ft, affordable at 50% AMI, 20-year covenant) or paying $400,000 fee in lieu, indexed to CPI
- Incentive program offers four development modifications: lot coverage from 30% to 40%, rear setback from 35 to 20 feet, side setback from 15 to 10 feet on lots 15,000+ sq ft, and accessory structures up to 25-foot height
- Program capped at two building permit applications per calendar year
- Amendment to G-1 Government District (CHMC 17.18.010) would add affordable housing as a permitted use, potentially allowing City Hall property redevelopment
- Draft establishes a dedicated affordable housing fund for fee-in-lieu revenue
