Town of Farragut Staff: Kalei Fisher, Arleen Higginbotham, Ron Oestreich, Rachel Malone
The meeting was called to order by Lisa at 11:32AM. The April 20, 2026, minutes were distributed to the
members for review; after review, a motion was made by Dot to approve the minutes with Brian seconding
the motion. Motion carried. Correction of date for last month was made.
Business Items: Both the mayor and Lisa will be cycled off of the committee. Nominations for officers will
be made at next meeting.
There were 34 surveys received for the Art & Photography Show. Most were regarding the judging.
Sept. 12 is ArtFest. This year it is on a Saturday morning, from 9-11 a.m. This is on the 250th America list.
The Crafts will be focused on this theme. Some suggestions: color the Statue of Liberty, the flag. As always,
we will do spin art and set up the easels. Rachel will present all the crafts at the next meeting. Committee
members and volunteers should wear red, white and blue at the event.
Discussion Items: We need to come up with new rotating events. Also, think about our goals. Please bring
these ideas to the table. Please note, there are no bad ideas.

IV. Mayor’s Report
Town Administrator David Smoak provided an update on the sewer overflow incident.
He advised that conversations had taken place with employees to ensure proper call
routing procedures. He stated that First Utility District (FUD) has been proactive in
posting water level updates and that the Tennessee Department of Environment and
Conservation (TDEC) will make the final determination regarding when the creek may
reopen. He also stated that internal conversations have taken place regarding
remediation efforts for the area surrounding the creek and restoring wildlife to the area.

and Commissioner Wright. Also in attendance were Tammy Cheek with Farragut Press,
Youth Representative, Albert Liu, Community Development Director, Mark Shipley,
Assistant Town Engineer, Eric Schindler, and Operations Manager, Chris Sheffield.

stream.

Municipal Flood Damage Prevention Regulations, Section C. General
Provisions., 2. Basis for Establishing the Areas of Special Flood Hazard, to
update the referenced Community Panel Numbers for 0243G and 0244G, to
reference the LOMR effecting these panel numbers and that became
effective February 10, 2026

MINUTES
I. Roll Call, Silent Prayer, Pledge of Allegiance
Mayor Williams called the meeting to order at 6:00 PM. Roll Call for attendance:
Vice-Mayor Meyer, Alderman Burnette, Alderman Cain, AldermanLaCroix, Mayor
Williams; in addition to staff and members of the press.
il. Approval of Agenda
Town Administrator David Smoak notified the Board that there was a clerical error in
the Farragut Press public notice for the Apri|23,2026, meeting that stated the meeting
tonight was for the April 9,2026, Board meeting. Town Administrator Smoak
requested the Board select a new date for a special called Board meeting to discuss the
items on the agenda for the April23,2026,Board meeting. Board of Mayor and
Aldermen selected Thursday, May 7,2026, at 6:00pm as the date for the special called
Board meeting. Moved by Mayor Williams, seconded by Alderman Cain; voting yes,
Vice-Mayor Meyer, Alderman Burnette, Alderman Cain, Alderman LaCroix, Mayor
Williams; voting nay, None; motion Passed.
Mayor Williams then initiated the discussion concerning Alderman Cain's letter to the
editor of the Farragut Press that was published in its April I 5,2026, edition regarding
the April 9,2026, Board of Mayor and Aldermen Workshop discussion of the FY2O27
budget proposal for an Economic Development Coordinator.

The Board of Mayor and Aldermen welcomes and invites Farragut
residents to participate in public meetings.
Public Participation Guidelines for Farragut Board of Mayor and Aldermen meetings
At the end of each business meeting, there will be time reserved for public comment under the Citizen Forum
agenda item. If you are interested in speaking, please fill out a blue comment card and turn it in to the Town
Recorder or staff member. This time is set aside specifically for comments on items that are not on the Board
of Mayor and Aldermen regular agenda for the meeting. Each speaker will be given three (3) minutes to
speak on his/her topic.

A. Review of Financial Policies forFY2026-2027
Town Administrator David Smoak welcomed everyone to the workshop. Finance
Director Tessa Cortes and Administrative Services Director Michelle Pence reviewed
the financial policies for FY2026-2027 .
III. Adjournment
The Workshop adjourned at 5:30 PM.
