The Forest Grove City Council will hold public hearings on ordinances and resolutions to amend the comprehensive plan map and set new water, sewer, and surface water management rates effective July 1, 2026. a. Colleen let PAC know that there is a question about whether or not PAC
can legally use funds for the 20th anniversary celebration, given that
some of the funds raised were for the express purpose of providing art.
The question has been posed to the city attorney. Kathleen mentioned
leadership gifts as a potential categorization but Colleen informed PAC
that once the money was added to PAC funds, it no longer had a
category and there was no way to separate. As of the date of this
meeting, there is no definitive ruling and as such Emily recommended
