Mayor Cecere opened the meeting by recalling that this Council has surfaced more information in the City
than normal. He calls transparency the number one accomplishment this Council has achieved.
The mayor recommended using strategic objectives for the budget process, hoping for a majority idea of
where the budget should go when it is presented by the City Manager. Mayor Cecere presented a
document accompanying the Strategic Plan, and tying it to the proposed budget.
Council then had a high-level conversation about their top three priorities for the remainder of the year.
Suggestions for focus for the remainder of this year included: Water and Sewer Rates, Occupancy
Tax/Short and Long Term Rentals, Reorganization, Cash Management, License Fees, a branding North
Star, winter parking, and South Main speed and parking.
Paths to implementation were discussed for each priority.
Must-do items for 2026 were decided to be Water/Sewer Rates, Short and Long Term rental tax,
reorganization, winter parking, and South Main Street parking and speed reduction.

One of the surest signs of summer in upstate New York isn't just warm weather — it's construction season.
If it feels like there are projects happening all over the City right now, you're not imagining it. Road
improvements, utility work, infrastructure upgrades, and private development projects all tend to converge
during the few months each year when weather allows crews to get the work done.
What isn't always visible is that many of these projects have been in the making for months — or even
years. Before construction begins, projects move through planning, engineering, permitting, environmental
review, grant applications, bidding, and contract negotiations. By the time equipment arrives on site, a
tremendous amount of work has already happened behind the scenes.
Construction can certainly bring inconveniences — road closures, detours, and noise — but it's also one of
the most visible signs that we're continuing to invest in Geneva's future. We'll continue keeping residents
informed as projects move forward and appreciate yo …

Mayor Cecere shared that he met with Senator Helming last week about housing, economic development,
occupancy tax, and how to get more state support. He also met with Ontario County Economic Developer
Ryan Davis, County Administrator Chris DeBolt, and Board of Supervisors Chair Bill Wellman. This group
discussed where the City is headed, and how the County can support the City in many areas, including
economic development, with real support for initiatives, as the largest city in the county. The Mayor
explained that the County is also working towards an occupancy tax, noting that he would like that to align
back to the City, with the funds generated to be put towards ongoing tourism support. Mayor Cecere also
raised the issue of funding lakefront repairs with the Senator and County related to damages from recent
storms and flooding.
Mayor Cecere then provided an update on the City Manager recruitment process, explaining that Council
will continue to pursue a City Manager form of government, while reviewing the role of City staff and council
