The Hartford City Council is holding a special meeting to review the proposed 2027 budget, including revenues, expenses, and fund balances. recommending that we request $2,080,144 – this will keep our mill levy the same. This will
allow the city to capture the most tax dollars we can without raising the mill levy.
❖ Our main source of revenue is real estate taxes, which will generate $2,080,144 if we keep our
mill levy the same.
❖ Our 2nd largest revenue source is sale tax. Our sales tax revenue for 1st & 2nd penny is below
budget this year so this budget amount has been decrease slightly for 2027.

A list of budgeted Expenses (Only anticipated operating & maintenance expenses, contract obligations,
and expenses for committed projects for funding are on the expense list – no requests from staff or
other entities). This year’s O&M expenses are all running higher – we have higher maintenance costs,
higher utilities, and more area to cover, including more amenities. We know that all utilities and
supplies have increased this past year, and it looks like it will continue into 2027.

Mayor Arden Jones called the meeting to order at 7:00pm with the following city council members present: Keith Carlson,

property was just recently rezoned to residential. The O’Haras plan to erect this shouse in conjunction with Gary Sperber. A

farmland NE of the Swenson Addition. Mohrhauser believes that excessive water is being drained on to his farmland after
the development of the Black Tie Component site. Last year city engineers provided information to the Council that included
Black Tie’s drainage plans and historical images. Engineers explained that when an area is developed, storm water must be
managed so as not to exceed the pre-development conditions. In the case of the Black Tie site, a detention basin was
implemented to capture excess runoff during heavy rainfall events. All …

Hartford P&Z to hear two variance requests for Turtle Creek development
The Hartford Planning and Zoning Board will hold public hearings on two variance requests for the Turtle Creek Highlands development: one for a 50-foot driveway width on Lot 20, Block 4, and another for a floodplain variance and temporary gravel roadway. The board will also discuss accessory building regulations and campground regulations, and review changes in the 2024 International Building Codes. Staff recommends denying the driveway variance and the floodway variance, but allowing the temporary roadway.
