VIRTUAL MEETING MINUTES
In attendance: Octavia Clapp, T. Carter Ross (recordkeeper), Katie Siemon, David Sip (Acting Chair). Staff:
Deputy City Clerk Quianna Taylor. Regrets: Michael Horlick (chair).
1. A quorum was noted and the meeting called to order at 5:02 p.m. by David Sip, who was acting as
chair in the absence of Chair Horlick.
2. Prior Meeting Minutes
Minutes for the meeting of June 9, 2026, were approved on a voice vote.
3. Financial Disclosure Review
The Commission reviewed the annual financial disclosures of city elected officials covering the year
2025, as required under state ethics rules. The forms for Councilmember Haba (Ward 4) were
accepted as submitted.
The Commission discussed the disclosure from Councilmember Nisbett (Ward 5) and noted several
concerns regarding his name on the cover sheet, the incomplete address of Schedule A and the
Schedule B filing. The Clerk’s Office will follow up with the councilmember regarding the concerns.
4. New Business
No new business was presented.
5. Adjournment
Absent an unanticipated need, the next Ethics Commission meeting will be held virtually at 5 p.m.
on August 11, 2026.
There being no further business, Acting Chair Sip adjourned the meeting at 5:19 p.m. on a voice
vote.

come out. She will check with them to see what they may be
