Chairman Edward Guardaro, opened the meeting at 7:30 p.m. with the Pledge to the Flag. Secretary
called the Roll.
Present: Chairman Edward Guardaro, Vice Chairman Stephen Botto Board Member Barbara Hess. Board
Member James Palmer, Board Member Lawrence Kigler, Board Member Joseph Jacob , Board Member
Susan Farese, Everette Bierker, Assistant Building Inspector, Paul K. Schofield, Deputy Town Attorney ,
and Stacy Kuo, Secretary.
Absent: None.
The AHRB minutes of March 23, 2026 were reviewed by the Board. Motion was made by James Palmer
to approve minutes, as presented, seconded by Joseph Jacob and approved. Stephen Botto and Barbara
Hess abstained from voting because they were not present.

The Supervisor stated that the purpose of this Town Board Meeting is to make
several appointments related to the Police Department. There are a number of
prospective officers that will be hired temporary, provisionally, so that they may
attend the Orange County Police Academy - given the time (date) for the
Rockland County Police Academy and the very many retirements that
Clarkstown has. The Orange County Academy starts Monday, April 13, 2026.
Our candidates have been fully vetted and will be hired beforehand and approved
by Rockland County.
There is also a resignation by retirement effective April 24, 2026 of our
current Police Chief Jeff Wanamaker. Chief Wanamaker has served in law
enforcement for nearly 40 years. He is a third generation Police Chief in his
family. His father was a Police Chief in the Town of Orangetown and his
Grandfather was the Constable in Upper Nyack many years ago. Chief
Wanamaker is serving as Police Chief of Clarkstown for almost 5 years to the
day. We are very proud of our Clarkstown Police Department. People are
aware of that, but they should be aware that the Clarkstown Police

Women of Distinction
The Supervisor spoke. This is the Town of Clarkstown’s second Women of Distinction Award
Ceremony. Tonight, we have a wonderful group of six women who have contributed
tremendously to our Town and to Rockland County. Their contributions have led them to
official recognition as our honorees to this program. All have donated an incredible amount
of time and energy to improving our community with volunteer service. Protecting the
welfare of animals, helping the disabled, and supporting many small businesses are just a
few of their accomplishments. Tonight, we have the honor of taking a few moments to tell
them how appreciated they are and how much we value them in the Town of Clarkstown.
The Supervisor thanked everyone for coming out to this event. Each of these women
defines what it means to be givers in our community. They are givers and doers. They are

2026 at 7:00 P. M.
The following members of the Board were present: Chairman Scott Milich, Mr. Edward Mistretta, Mr. Ryan Sheridan,
Mr. Mark Maraia, Mr. Thomas Heim, Mr. Nicholas Longo Jr., Ms. Valerie Moldow
The following Board Members were absent:

Board Member Lawrence Kigler opened the meeting at 7:30 p.m. with the Pledge to the Flag. Secretary
called the Roll.
Present:Board Member James Palmer, Board Member Lawrence Kigler, Board Member Joseph Jacob ,
Board Member Susan Farese , Everette Bierker, Assistant Building Inspector, Paul K. Schofield, Deputy
Town Attorney, and Stacy Kuo, Secretary.
Absent: Chairman Edward Guardaro, Vice Chairman Stephen Botto Board Member Barbara Hess.
The AHRB minutes of March 9, 2026 were reviewed by the Board. Motion was made by James Palmer to
approve plans, as presented, seconded by Joseph Jacob and approved unanimously.

West facing. As previously reviewed and approved by ZBA # 4429. Reappearance from 3-9-26. Frank
Phillips, attorney, Levi Breuer, representative returned to the meeting. All temporary banner signs have
been removed from the entire building. Proposal is for a 2’ 2 1/8” x 15’ 1” internally illuminate d face lit
white channel letter sign with red and white logo to be installed on the west side. James Palmer made a
motion to approve sign, as presented, seconded by Joseph Jacob, and approved unanimously.

Chairperson Hoehn called the Board of Ethics meeting to order at 12:05 pm.
There were no revisions or edits made to the meeting agenda.
There was no public comment.
The minutes of the November 14, 2025 meeting were formally adopted upon a motion by Rev.
Bruce Woodcock, seconded by Fr. Bill Cosgrove, with all in favor.
Rev. Rhonda Hoehn reported that she delivered the Report of the Ethics Board to the Town
Board at its meeting on December 18, 2025.
As this was the organizational meeting for 2026, a new Chair was selected. Fr. Bill Cosgrove
will be the Chair of the Ethics Board for 2026.
Ms. Joanne Castaldo delivered an update on the commencement of the 2026 filing season for
financial disclosure for calendar year 2025. Forms have been mailed. This year, there are
approximately 150 names on the list of required filers. Ms. Castaldo and Suzanne Dugan,
Counsel to the Board, continue efforts to ensure that the list of required filers is accurate. To that
end, Ms. Dugan is communicating with Department Chairs to confirm the accuracy of their
respective lists, and Ms. Castaldo will make any changes necessary. Ms. Castaldo noted that as

A Special Presentation was awarded to Carly Voce. She is a Senior, Captain of the
Clarkstown South Girls Varsity Basketball Team. She is a dedicated leader on and off the
basketball court. Carly has scored over 1,200 points during her basketball career at
Clarkstown South. She is ranked #25 among all-time leading scorers of all time in
Rockland County. She will attend Lafayette College in the Fall. She will be playing
Division 1 Basketball for them in the Patriot League. This is a testimony to her hard
work.
